The City shall prepare a Major Projects Financing Plan.Responsibility:City ManagerCity EngineerTime Frame: FY 2006-2007REGIONALCOORDINATIONThe reduction of regional traffic congestion in DowntownWheatland is important to the quality of life and small-towncharacter of Wheatland. At the same time, SR 65 provides neededregional connections which facilitate economic development. TheGeneral Plan calls for improvements to the regional transportationsystem, most notably an eastern bypass to SR 65. The General Planalso calls for exploration of the potential for relocation of the UnionPacific railroad tracks parallel to the SR 65 bypass to further reducetraffic congestion and reduce impediments to orderly developmentof Wheatland.GOAL 2.BTo coordinate City–planned transportation and circulationimprovements with county, State, and Federal transportationsystems, and to promote the financing and construction of a bypassto SR 65.POLICIES2.B.1. The City shall complete a study of the eastern SR 65 bypassalignment to reduce the use of Wheatland streets by regionalthrough traffic, and shall provide corridor protection for theselected route.2.B.2. The City shall proactively pursue the relocation of the UnionPacific railroad tracks to parallel the relocated SR 65 easternbypass.2.B.3The City shall continue its cooperative participation in theactivities and plans of the Sacramento Area Council ofGovernments (SACOG) and Yuba-Sutter Transit.2.B.4. The City shall cooperate with Yuba and Placer Counties, aswell as Caltrans, in the development of bypass location andfunding options for SR 65.2.B.5.
