If left unchecked, however, thenatural aging process can lead to poorly maintained homes andyards, loss of trees, poorly maintained streets, alleys, andsidewalks, deteriorating infrastructure, graffiti, dilapidated andvacant buildings, crime, and decline in property values. Since thepotential for new development in existing residential areas islimited, most of the neighborhood conservation efforts focus onmaintenance of both public and private property. The policies andprograms of this section aim to ensure maintenance of quality inexisting neighborhoods over time.GOAL 1.DTo conserve and enhance the best qualities of existing residentialneighborhoods as the city grows.POLICIES1.D.1.
