Education participation levels remained the same before and after Reconnect. The proportion of young people employed (full time or part time) at the start of theintervention was reported to increase from 2% to 5% of young people. The proportion of young people who were not in education, training or employmentdropped from 15% to 11%, from program entry to exit.It was concluded that Reconnect services were particularly effective in improving the stabilityof a young person’s living situation and increasing families’ capacities to manage conflict andcommunicate better. There was no evidence from the study of improvements of engagementin education and/or the community. However, the study stated that this may be due tofactors such as the significant degree of school alienation among youth responding to thesurvey and due to the Reconnect model being built around short term casework addressingimmediate issues related to living situations, and conflict/communication.Annual ReportsAnnual reports by FaHCSIA encompass performance reporting for the Reconnect program interms of two effectiveness indicators: the percentage of clients with an improved level offamily engagement, and the percentage of clients with a positive change in their overallsituation. Figures on effectiveness, administered expenses and quantity indicators ofnumber of people assisted are presented below, for the last three annual reports.TABLE 3-18: RECONNECT PERFORMANCE INDICATORSAnnualReportYearEffectiveness-% of clientswith animprovedlevel ofengagementwith familyEffectiveness-% of clientswith apositivechange intheir overallsituationAdministeredExpenses(Actual)Number ofPeopleAssistedNumber ofFamiliesassisted2007/08 71% 82% $34.687m 7000 50002006/07 73% 83% $21.984m 7000 50002005/06 69% 79% $22.143m 5040 4360Source: FaHCSIA Annual Reports.3.9 YOUTHLINXProgram services and target groupsYouthlinx is a prevention and early intervention program targeting children in the 11-16 agegroup and their families.
