An assessment <strong>of</strong> the REACh performance is published in the FaHCSIA annual report, but isincorporated into child abuse prevention as a whole (Table 3-17). Performance is evaluatedagainst the programs key performance indicators (KPIs) which include one measure <strong>of</strong>effectiveness and two measures <strong>of</strong> quality assurance. Measures on the effectiveness <strong>of</strong> theprogram are linked to the proportion <strong>of</strong> programs receiving funds that are assessed asmeeting the programs outcomes. Quality assurance is measured as the proportion <strong>of</strong>completed programs delivering the agreed outputs and those programs that are continuing toachieve their agreed milestones.TABLE 3-17: CHILD ABUSE PREVENTION ( INCLUDING REAC H)Source: FaHCSIA Annual Report 2007-083.8 RECONNECTProgram services and target groupsThe Reconnect program is an Australian Government funded Youth Homelessness EarlyIntervention Program that uses community based early intervention services to assist youthaged between 12 and 18 years who are homeless, at risk <strong>of</strong> homelessness, and theirfamilies. It has been in operation since 1999. The national program assists youth instabilising their living situation and improving their level <strong>of</strong> engagement with their family,work, education, training and their local community. The Reconnect service delivery modelincludes a focus on quick response on referral <strong>of</strong> the young person/family and collaborationwith other service providers. Service provision includes 21 : counselling; family mediation; assistance with accommodation, training, education and income support; information and referral to other services and; providing advice to Centrelink regarding the family situation <strong>of</strong> young people applyingfor income support.21 http://www.ucwesleyadelaide.org.au/services/support_for_young_people/reconnect.htm82
