<strong>ACTA</strong> <strong>TECHNICA</strong> <strong>CORVINIENSIS</strong> – BULLETIN <strong>of</strong> ENGINEERINGa disastrous effect on people. However,businesses that only measure success againstfinancial indicators, such as turnover and pr<strong>of</strong>it,increasingly risk failure. A broader perspectiveon sustainability is now emerging, based aroundreputation, full cost accounting, ability to addvalue and the management <strong>of</strong> knowledge.However, the present tax system acts in thedirection <strong>of</strong> discouraging small business as itencourages waste, discourages conservation,and rewards consumption. The tax system needsa major overhaul to favor the legitimate andcritical needs <strong>of</strong> the small business community.Retention <strong>of</strong> capital through retained earnings,efficiencies, and savings is central to smallbusiness competitiveness. Current tax policies<strong>of</strong>ten act to unfairly penalize small business.To sum up, sustainable development is andalways will have to be taken into account as itdecides not only the economical welfare andgrowth, but also the quality <strong>of</strong> life.Summarizing specific challenges, it is criticallyimportant that the European Union has resident(citizen) capacity to carry out strategic planningon a continuing basis.
