TORTURE AND ILL-TREATMENT OF CHILDREN IN UKRAINE

Section 2Administrative standards and proceduresstudied types of preventive measures in primary, secondary and tertiaryprevention.— "Sociology of deviant behavior", which addresses the delinquent behaviorof juveniles.The list of subjects that are part of the university curriculum of the institutionsof higher education of the MIA with indication of allotted time on themin the curriculum is given in the letter of the MIA.In addition, certain issues regarding the treatment of minors are discussedin the framework of classroom disciplines (criminal law and procedure, civillaw and procedure, family law, etc.).It should be noted that with the assistance of the OSCE, in 2012/2013 academicyear, on the basis of all higher education institutions of the Ministry ofInternal Affairs they introduced a specialized course on "Violence in the familyand activities of agencies of internal affairs to overcome it.” There is also a specialcourse on the list of special events provided by the legislation of Ukraineto promote prevention of domestic violence and scope of authority to controldomestic violence, as well as mastering the skills to tackle typical situationsduring detection, suppression of the said offense, use of administrative coercionand setting up of communication with citizens (victims) and offenders.The service training and refresher courses provided for CMM employeesincludes the study of legal principles of MIA with observance of constitutionalrights and freedoms of citizens in the activities of organs and departmentsof the agencies of internal affairs, international human rights standards andinternational instruments and key documents in the field of human rights andfreedoms, Convention for the Protection of Human Rights and FundamentalFreedoms and more.At the final inspection of the service training these issues are included inthe tests of the officers of criminal militia for children.The problem with the educational process in the Ministry of Internal Affairsis in the fact that the training modules in the institutions of higher educationof the Ministry of Internal Affairs do not include mastering practicalskills for working with children; now their future specialization (type of unit inwhich they will serve) is usually unknown prior to their distribution carried outshortly before the graduation, and the students of the institutions of highereducation of the Ministry of Internal Affairs (people who study funded by individualsand legal entities) will have no field experience with the agencies anddepartments of the Ministry of Internal Affairs.105
