The communication withgovernment agencies continues, because we have not received all necessaryinformation.30⇒ Section IIIWe prepared and sent requests for information on statistical data on complaintsof torture and brutal treatment, queries concerning allegations of tortureand ill-treatment in the context of juvenile justice and the results of theirinvestigation in detail according to the categories listed in section D of thesection “Methods and instruments of research” of Research plan worked outby UNISEF to the Ombudsman of the Verkhovna Rada of Ukraine, Prosecutor-General’s Office of Ukraine, Ministry of Internal Affairs of Ukraine, State PenitentiaryService of Ukraine, Ministry of Education of Ukraine. This informationwas processed and analyzed.⇒ Section IVFor this component of the research the following work was performed:1. The methods and instruments of research were adapted for Ukraine;the additional research instruments were suggested. The cooperation with localpartners was established and the network for the project was organized.2. With the assistance of the State Penitentiary Service the executor conductedworking trips to three correctional facilities for juveniles.3. The data (audio) of semi-structured interviews with persons servingsentences in correctional facilities for juveniles (sample of 20 persons in Kuriazh,Melitopol and Pryluky) were obtained. The interviews were conducted inaccordance with the requirements of the project, required instrument C1.4. The semi-structured interviews with 20 individuals released from institutionsof confinement that were under investigation and served a sentenceuntil they reached adulthood; after their release they live in the City of Kyiv,Kyiv, Zhytomyr and Chernihiv oblasts. The executor proposed optional instrumentC2.5. Four focus groups were conducted with the pupils of high schools (twoin Kyiv and two in Kharkiv, the total number of participants made 48 pupils);the executor proposed optional instrument C3.
Methodological framework of the study6. The data of 16 written expert interviews in electronic form were obtained.The expert interviews were conducted in accordance with the requirementsof the mandatory instrument F of the project.7. One focus group was conducted in the office of the Ombudsman by experts,who studied the problem of prevention of torture and brutal treatmentof minors; ten experts were invited. The focus-group was conducted in accordancewith the requirements of the mandatory instrument F of the project.⇒ Section V1. The lawyers, who provided legal assistance to children, who had contactswith the law were interviewed; the most typical cases were selected.2. The interviews with children who had been victims of torture or brutaltreatment were conducted.3. Preparation of the stories of children — victims of torture.⇒ Section VIThe analysis of the effectiveness of existing legislation and procedures toprevent torture and brutal treatment was carried out.⇒ Sections VII and VIIIOn the basis of information obtained during the investigation some conclusionsand recommendations by the components of the study were made.⇒ Section IXIn October-December 2012, the Kharkiv Institute for Social Research conductedthe national study of the conditions of detention of children in thefour schools of social rehabilitation, in which children, who were in such institutions,were interviewed, as well as the personnel of these institutions, psychologists,and teachers.31
