Particular attentionis paid to children’s susceptibility to pediculosis, skin and infectiousillnesses. There is also a sanitary procedure with cell disinfection of clothes andfootwear. The duties of the medical staff include following on a day to day basisthe state of health of children; carrying out a daily round; seeing outpatients;providing medical care to those who are ill and moving them where needed tothe medical isolation unit of the reception-distribution unit or sending them tomedical-prophylactic establishments within the healthcare system.In these Rules “medical unit staff” are mentioned as the implementers,however there is no definition of who these workers actually are, what theirmedical qualifications are, their specialisation; the numbers of members ofstaff. Going by the name of the document “official duties of a nurse in a reception-distributionunit for children, provided by the Interior Ministry togetherwith their answer to the researchers’ information request, one can concludethat a nurse should be part of the staff of a reception-distribution unit.The rules for the material and technical provisions of reception-distributionunits for minors (approved by Interior Ministry Order No. 384 from13.07.1996) envisage that reception-distribution units are provided with medicationand medical equipment by local pharmacy departments on the basisof applications submitted once a year.It is difficult to make up such an application since the number of childrenwho will be held in the reception-distribution unit is unknown.2.6. Mechanism and procedures of monitoringof the treatment of minors in the contextof criminal justice regarding minorsIn its concluding observations, the UN Committee on the Rights of theChild states with respect to Ukraine:“16.
