Torture and ill-treatment of children in UkraineForewordThe protection of children, strengthening and ensuring of their rights playan increasingly important role in the social life of the country and becomesan important guideline in the activities of civil society and the state. The childturns into a special subject of numerous public relations and, at the same time,s/he is limited in her/his opportunities and interests. Moreover, the childrendue to their psycho-physiological properties could much easier fall victimto abuse and ill-treatment by adults. That is why the protection of the childmust become a separate field of activities of special public institutions withspecific statutory regulations. The child protection is the most important incases, when minors become a party to criminal procedural legal relationshipor find themselves in an unfriendly environment and under pressure fromother people.This publication presents the results of research and analysis conductedby the Kharkiv Human Rights Protection Group (KHPG) in 2012 in the frameworkof the project “Protecting children from torture and ill-treatment inUkraine” supported by the Democracy Grant Program of the U.S. Embassy inUkraine and in the framework of the joint project of the European Commissionand UNICEF “Achieving the greatest consolidation of reforms in the criminaljustice system for children in order to combat torture and other forms ofchild abuse in post-Soviet countries.” The U.S. Embassy in Ukraine also sponsoredthe translation of research results into English, publishing of Ukrainianand English versions of the report on the results of research, as well as publicevents intended to publicize the results.The main objective of this research was to conduct a comprehensiveanalysis and study of the situation with the widespread use of torture and illtreatmentof children in the context of criminal justice for juveniles in Ukraine,as well as expert estimation of the legal framework and its compliance withinternational norms and standards relating to the protection of children in thesystem of law enforcement and criminal justice for juveniles.
