Section 2Administrative standards and proceduresIt should however be noted that the above-mentioned Order No. 3/6of the State Department for the Execution of Sentences (which the StatePenitentiary Service has not identified as one which regulates the provisionof medical care in penal institutions) and the instructional documents adoptedby it do not only regulate provision of medical care as such, but alsoall organizational issues connected with these institutions. This includes:organizing the work of medical units; their structure and equipment; organizingoutpatient and hospital care; the work of hospitals; standard officialinstructions for medical staff and many other issues. Effectively all thesedocuments remain current in those parts which do not clash with other legislativeacts, at least they are cited by the personnel of medical units of theState Department for the Execution of Sentences after the cancellation ofthe State registration of this Order. This view is confirmed by the fact that inits response, the State Penitentiary Service states that medical check-ups ofminors are carried out once every six months, while an x-ray is taken oncea year which fully corresponds with the norms set out in Item 6.1.5 of theProcedure. We should note that Section 11.1 of the Procedure envisages specialfeatures of medical-prophylactic work with minors held in penal institutions,for example, carrying out more comprehensive medical examinations;selection of adolescents who due to their state of health need a health revitalizationregime; medical supervision; and fortified nutrition in a healthrevitalization group.Within the structure of SIZO and educational colonies there are medicalunits where the conditions are created for medical examination and treatmentof minors. In SIZO medical offices are created for examination and outpatienttreatment of minors in the place where they are being held. In SIZO and educationalcolonies there are wards and isolation units for treating minors.Provision of medical personnel is regulated by a standard staffing schedule.Educational colonies are effectively fully provided with medical staff. Forone educational colony the staffing schedule allows one position of childpsychiatrist with a 100% load; and two posts of psychologist, one a schoolpsychologist. The qualification of medical personnel is regulated by HealthMinistry orders.In the educational colony for underage young women, there is a gynaecologistwho sees patients by prior appointment, and also takes part in prophylacticexaminations once every six months.123
