Torture and ill-treatment of children in Ukrainefor registering them since this is not envisaged by the organizational and directivedocumentation of the Prosecutor General’s Office.As with the Interior Ministry, information from the Prosecutor General’sOffice contains long references to the Procedure for examination of statementsand reports about violence in the family or a real threat of this which isnot related to the topic of this study.120The Authorized Human Rights Representative of the Verkhovna Rada(the Human Rights Ombudsperson)The Secretariat of the Human Rights Ombudsperson (hereafter the Secretariat)does not have special procedure for receiving and examining complaintsfrom minors alleging the use of torture or other forms of ill-treatmentof children in the context of criminal justice.There is accordingly no separate registration for appeals (statements)regarding cases involving the use of torture or other forms of ill-treatmentof children in the context of criminal justice. According to a classifier amongcategories of violated rights, such violations as torture and cruel, inhumaneor degrading treatment or punishment are separately set aside, while in thesocial category of applications the category of “children” is highlighted. Onecan thus identify appeals alleging the use of torture or other forms of ill-treatmentof children.Complaints alleging the use of torture or other forms of ill-treatment ofchildren are examined in accordance with the Law on Citizens’ Appeals. If informationis provided in the appeal (statement) regarding a threat to the lifeor health of a child, the management takes the decision to consider it urgentlyor to travel out to the place, with the relevant resolution being placed on theregistration card which is handed to the person carrying this out.The procedure for receiving and examining complaints from childrendiffers from examination of appeals from adults in that they are as a ruleprocessed jointly by specialists from the Department on Implementation ofa National Preventive Mechanism and the Department on Observance of theRights of the Child, Non-Discrimination and Gender EqualityOn the basis of an examination of the complaint, the Head of the relevantsection of the Secretariat takes the decision to either terminate or extend itsconsideration. The latter can also result in a submission being put to state au-
