<strong>St</strong>rategic Spatial Objectives3.3 It is essential that the <strong>Core</strong> <strong>St</strong>rategy provides measurable objectives that setthe context for spatial policies and proposals in the Local DevelopmentFramework. The objectives will also provide a framework for performancemeasurement in the Council's Annual Monitoring Report. The recentReplacement <strong>St</strong> <strong>Edmundsbury</strong> Borough Local Plan already contains relatively upto-datestrategic aims for planning in the borough. The <strong>Core</strong> <strong>St</strong>rategy maintainsthese objectives (A to I), with some amendments, and adds an additionalobjective (J) to address issues around global warming and climate change.<strong>St</strong>rategic Spatial Objectives<strong>St</strong>rategic Objective ATo meet the communities need for housing in a sustainable way, includingspecialist and affordable housing, by providing an adequate and continuous supplyof land for housing.<strong>St</strong>rategic Objective BTo secure economic vitality and growth by delivering an adequate and continuoussupply of land for employment to meet the needs and demands of differentsectors of the economy and reduce the need for out-commuting.<strong>St</strong>rategic Objective CTo sustain and enhance rural communities by providing, where infrastructure andenvironmental capacity exists, new housing to grow settlements and safeguardexisting rural services while, maintaining and, where possible, improving the ruralenvironment.<strong>St</strong>rategic Objective DTo maintain and develop leisure, cultural, educational and community facilities,including access to green space, commensurate to the level of housing andemployment growth to meet the needs of residents and visitors.<strong>St</strong>rategic Objective ETo provide opportunities for people to shop for all their needs by sustainablemeans in thriving and economically viable town, local and district centres.<strong>St</strong>rategic Objective FTo enable people and goods to move around efficiently and safely to the benefitof the economy and community, with minimum harm to the environment byseeking to reduce car dependency and encouraging more sustainable forms oftransport.<strong>St</strong>rategic Objective GTo maintain and protect built and natural environment and ensure that newdevelopment maximises the opportunity to re-use previously developed land andprotects and enhances assets of local design, cultural, historic and conservationimportance, and character of the landscape and townscape.<strong>St</strong>rategic Objective HTo maintain, protect and enhance the biodiversity, geodiversity and naturalenvironment and seek opportunities to increase the provision of green open space26
