Policy CS7 Sustainable TransportThe Council will develop and promote a high quality and sustainabletransport system across the borough and reduce the need for travelthrough spatial planning and design.All proposals for development will be required to provide for travel by arange of means of transport other than the private car in accordancewith the following hierarchy:WalkingCyclingPublic Transport (including taxis)Commercial vehiclesCarsAll development proposals will be required to be accessible to people ofall abilities including those with mobility impairments.New commercial development, including leisure uses and visitorattractions, which generate significant demands for travel, should belocated in areas well served by a variety of transport modes. Whereappropriate, development proposals that will have significant transportimplications will be required to have a transport assessment and travelplan showing how car based travel to and from the site can beminimised.54
