The Local <strong>St</strong>rategic Partnership will alsohave an important role to play in the co-ordination of infrastructuredelivery.Key infrastructure requirements to deliver the objectives of the <strong>Core</strong><strong>St</strong>rategy include, but are not limited to:1. Fundamental InfrastructureNew relief roads in Bury <strong>St</strong> Edmunds;Improved sustainable transport links between new neighbourhoodsand town centres and other destinations, including cycle networks; Junction improvements to A14; Additional substations and upgrades to wastewater works.2. Essential InfrastructureAdditional school place provision, including new school sites;Additional GPs and Dentists;Local convenience shops;Police resources such as Police Community Support Officers.3. Required InfrastructureCommunity facilities across the borough;Leisure, open space, recreation provision and public realmenhancements.Policy CS15 Plan, Monitor, ManageMonitoring, Targets and Indicators8.26 One of the aims of the new Local Development Framework system is to bemore flexible with the ability to respond quickly to changing circumstancesthrough the „plan, monitor and manage‟ approach. Government guidance onmonitoring LDFs advises that a structured approach to developing indicators isnecessary, recognising their different types and purposes. This enables differentparts of the plan to be updated as and when needed. A sound plan shouldtherefore include clear mechanisms to:• monitor the strategy‟s preparation and outcomes by reviewing itsperformance, effectiveness and relevance• manage its implementation by taking early action to overcome barriers todelivery, or reviewing the strategy to meet changing circumstances.8.27 An essential component of the <strong>Core</strong> <strong>St</strong>rategy is a framework with clearobjectives to deliver the strategy. We have already identified a number ofstrategic documents with objectives that the Local Development Framework canplay a major part in delivering. <strong>St</strong>rengthening the relationship between theSustainable Community <strong>St</strong>rategy and the Local Development Framework will helpthis approach.8.28 Monitoring involves measuring indicators which enable the establishment ofa link between the implementation of the plan and the likely significant effect85
