Side borrow sites within the right-of-way do not require a reclamation plan.The reclamation plan provides that reclamation measures, particularly those relating to control of erosion, beconducted simultaneously with surface mining. When this is not possible, initiate reclamation measures at theearliest possible time after completion or abandonment of mining on any segment of the site area.9 - 124
