<strong>30</strong> September <strong>20</strong>11 <strong>TO</strong> <strong>00</strong>-<strong>20</strong>-<strong>14</strong>SECTION 7PMEL ASSESSMENT AND CERTIFICATION PROGRAM7.1 GENERAL.As directed by AFI 21-113, AFMETCAL is the <strong>Air</strong> <strong>Force</strong> focal point for the AFMETCAL Assessment and CertificationProgram. It maintains a system to assess and certify calibration laboratories for compliance with this <strong>TO</strong> and other <strong>Air</strong><strong>Force</strong> directives. The Assessment and Certification Program objective is to assess the capability of each PMEL toperform measurements that are safe, accurate, reliable, and traceable through the AFPSL to the National Institute ofStandards and Technology (NIST) or other AFMETCAL approved sources. The AFMETCAL Assessment andCertification Program is not intended to be a substitute for government oversight of contracted PMELs. An AFMETCALProgram Certificate of Compliance is awarded when a PMEL meets assessment criteria.7.2 ASSESSMENT INTERVALS.The assessment team will assess each PMEL approximately every 24 months. Out-of-cycle assessments will be restrictedto PMELs who fail to achieve certification.7.3 CERTIFICATION PROCESS.There are three stages in the PMEL certification process: Preassessment, On-site Assessment, and Certification review.7.3.1 Preassessment. This includes a review of the PMEL documentation to assess compliance with this <strong>TO</strong> and other<strong>Air</strong> <strong>Force</strong> directives.7.3.1.1 All laboratories shall submit the following:a. Current QM. If a significant portion of the QM information is sub-located in another policy document orcontinuity book, include documents with preassessment data.b. Master inventory data (when requested). This data shall be provided with the following headings in spreadsheetformat (not required if using PAMS 6.0):(1) ID Number(2) Part Number(3) Work Unit Code(4) Calibration Measurement Summary identifier(5) Noun/nomenclature(6) Date Calibrated(7) Date Due Calibration(8) Calibration Interval(9) Certifying Technician K-Stamp Number(10) Owning Work center(11) Performing Work center(12) K-Area(13) Calibration Technical Order number or Technical Data identifier(<strong>14</strong>) Status (AWM, INW, AWP, Awaiting pickup, etc.)(15) Locally Calibrated Equipment Owned by the PMELc. IA/MR reports with resulting corrective actions and follow-up documentation since previous assessment.d. Previous 12 months of QP Summary Data as detailed in Section 9.e. Copies of root cause analysis for all critical nonconformities for the previous 12 months.f. Trend analysis documents since the previous assessment, with any resulting corrective actions and follow-updocumentation.7-1
