<strong>TO</strong> <strong>00</strong>-<strong>20</strong>-<strong>14</strong> <strong>30</strong> September <strong>20</strong>11e. ECS. The ECS shall comply with operational requirements of this <strong>TO</strong> and applicable <strong>Air</strong> <strong>Force</strong> directives.f. PT/MAP. Documentation and measurement results shall comply with the requirements of this <strong>TO</strong>.7.3.3.2 Certification Decision. AFMETCAL shall certify the PMEL when assessment results and any correctiveactions demonstrate the PMEL is compliant with this <strong>TO</strong>. When assessment results indicate that the PMEL does not meetcertification criteria, AFMETCAL may convene the PMEL Certification Panel and/or take one or more of the followingactions:a. Certify the PMEL.b. Determine specifically what is needed to bring the PMEL to full capability.c. Initiate corrective action within the capability of AFMETCAL.d. Notify the <strong>Air</strong> Staff and the major command of the reasons for considering the PMEL incapable, any limitationsimposed, the actions required to achieve certification, and recommendations for obtaining calibration supportpending completion of corrective actions.e. Conduct technical assistance visits to aid in resolving problems when requested by the major command.f. Withhold the PMEL certification until the problems identified during the assessment are corrected.g. Recommend the assessment team perform a follow-up on-site assessment. AFMETCAL shall coordinate thisaction with the affected MAJCOM.h. Recommend closure.7.4 CERTIFICATION STATUS.PMEL certification status shall be specified in the final assessment report as one of the following:7.4.1 Certified. A PMEL whose MS, MCA, QP, PT/MAP, facilities and ECS demonstrate the PMEL has the capabilityto perform accurate and traceable measurements shall be issued a Certificate of Compliance at the conclusion of the onsiteassessment. The certificate, combined with the final assessment report, is proof of compliance with this <strong>TO</strong> and otherapplicable <strong>Air</strong> <strong>Force</strong> directives. The Certificate of Compliance shall remain in effect unless revoked by AFMETCAL.All previous certificates are void when final certification status is certified, withheld or recommended for closure.Certification shall be reviewed by the PMEL MFM and AFMETCAL if the contractor changes, type of manning changes(i.e. civil service, military, etc) or the PMEL relocates to a different facility (Facility may include RASCAL units and onsiteoperations used as an extension of the main PMEL) to ensure certification requirements can be maintained.AFMETCAL certification is proof of AFMETCAL Programcompliance and should not be confused with third-party accreditation under commercial guidelines.7.4.2 Certification Pending. Draft evaluation reports are considered unofficial “pending review”. The final evaluationreport may reflect a final status of pending when further data or action is required. A previously issued Certificate ofCompliance remains in effect during this period. A final status of pending will change to withhold if the required data oractions are not accomplished.7.4.3 Certification withheld. The PMEL failed to demonstrate the capability to consistently perform safe, accurate,reliable and traceable measurements. Calibrations can usually continue under increased local/MAJCOM surveillance ofthe problems or measurement areas that resulted in withhold. Additionally, on-site visits from AFMETCAL may berequired to re-assess the problems or measurement areas withheld. All on-site visits will first be coordinated with the HQMFM. In most cases, the final evaluation report will require a Corrective Action Plan (CAP). A CAP shall be requestedwhen identified problems require a formal response from the PMEL or base leadership. When requested, the CAP shall becoordinated through the HQ MFM and provided to AFMETCAL within 60 calendar days of the final report date. TheCAP shall contain as a minimum: the documented problem(s), detailed corrective actions, and a time schedule forresolution of the problem(s).7-4
