A listing by K-Stamp number of the technicians qualified in each measurement area (not required if usingPAMS).i. Copies of all open facility and ECS work requests with current status and follow-up documentation.j. Geodetic Survey data.k. Documentation of facility ground measurements.7.3.1.2 Pre-assessment documentation shall be submitted in electronic format and through electronic means, to thegreatest extent possible. On-site assessment shall normally occur after the pre-assessment documentation is reviewed bythe AFMETCAL Laboratory Certification Branch.7.3.2 On-site Assessment. The Assessment Team will present the assessment plan to PMEL management during the inbrief.As a minimum the on-site assessment shall assess:a. The PMEL implementation of their documented MS. Includes compliance with the PMEL QM and/or additionalPMEL policy/procedure documents (e.g., continuity books, work instructions, etc.). Includes all thedocumentation and effectiveness of their IA and MR.b. Measurement Capability Assessment (MCA): This shall include, but not be limited to, processes for calibratingstandards and TMDE; application of metrology principles/procedures; and condition/use of TMDE, includingPMEL standards. The Assessment Team shall select processes and items based upon supported inventory, scopeof calibrations performed and number of certifying technicians. Each TFCU and on-site operation shall also besubject to assessment and the results combined with the main PMEL to produce a final result.c. Compliance with QP requirements.d. Compliance with facility requirements.e. Compliance with environmental requirements.f. Compliance with Proficiency Testing/ Measurement Assurance Program (PT/MAP) requirements.g. Corrective actions resulting from previous on-site assessments.7.3.2.1 PMEL Notification. AFMETCAL shall provide the maximum practical advance notice to the affected commandof the plan to visit their installation. AFMETCAL will coordinate assessments with the PMEL MFM. The MFM willensure coordination with the MAJCOM Gatekeeper and all other interested parties of the following information: purposeof the visit, assessment team identity, and their arrival and departure dates.7.3.2.2 Arrival Support Needed. The following information and support shall be available when the assessment teamarrives:a. The PMEL QM with referenced quality documents.b. Full names, grades, titles, email addresses of commanders and/or senior-level managers, and the mailingaddresses of the Wing Commander (or equivalent).c. Environmental data since the last on-site assessment, and Environmental Outage Log as detailed inparagraph 8.2.2.d. Copies of open facility and ECS work requests with current status.e. Copies of command or local publications applicable to the operation of the PMEL.7-2
