<strong>TO</strong> <strong>00</strong>-<strong>20</strong>-<strong>14</strong> <strong>30</strong> September <strong>20</strong>111.2.3 Precision Measurement Equipment Laboratories (PMELs). HAF/A4LF approves the establishment of PMELs atselected installations. The PMEL is the base-level AFMETCAL Program focal point. It is the activity authorized topossess and use base measurement standards. Operational details of the program are set forth in Section 3 of this <strong>TO</strong> andrelated command directives.1.2.4 Program Controls. Commanders of the United States <strong>Air</strong> <strong>Force</strong>, <strong>Air</strong> <strong>Force</strong> Reserves and <strong>Air</strong> National Guardactivities shall establish controls to ensure TMDE under their control is repaired, calibrated and certified. Commandersshall ensure PMEL facilities are built according to AFMAN 32-1094, Criteria for <strong>Air</strong> <strong>Force</strong> PrecisionMeasurement Equipment Laboratory Design and Construction, and AFH 32-1084, Facility Requirements, andoperated according to Section 8 of this <strong>TO</strong>. AFI 21-113, along with this <strong>TO</strong>, applicable CMS <strong>TO</strong>s, <strong>TO</strong> 33K-1-1<strong>00</strong>-1 and<strong>TO</strong> 33K-1-1<strong>00</strong>-2, and command directives prescribe those controls. TMDE in use shall be calibrated at regularlyscheduled intervals called out in CMS <strong>TO</strong>s, <strong>TO</strong> 33K-1-1<strong>00</strong>-1 and <strong>TO</strong> 33K-1-1<strong>00</strong>-2. Authorized exceptions to calibrationare identified in Section 3 of this <strong>TO</strong>, any applicable CMSs, and <strong>TO</strong> 33K-1-1<strong>00</strong>-2.1.2.5 Other DoD Services Calibration Laboratories. The use of other DoD services calibration laboratories is authorizedwhen approved by the applicable MFM and AFMETCAL. The Army, Navy and Marine Corps operate calibrationlaboratories using similar measurement techniques and management concepts. These laboratories provide measurementtraceability to NIST. Units requesting support from another service shall follow the guidance in Section 4, whichincludes the interservice support agreement guidance.1.3 SCOPE.This <strong>TO</strong> applies to all activities that possess, use, calibrate, certify and maintain TMDE.1.4 DEFINITIONS.The following definitions apply for the purpose of this <strong>TO</strong>.1.4.1 Absolute Measurement Standard. Designated measurement standards based on the absolute value of naturalphysical constants whose values can be accurately repeated under controlled conditions. Also known as an IntrinsicStandard. Examples are Laser Length Standards, Josephson Junction Voltage Standards and Hall Effect Magnetic FieldStandards.1.4.2 <strong>Air</strong> <strong>Force</strong> Primary Standards Laboratory (AFPSL). The highest-level laboratory in the AFMETCAL Program. Itmaintains <strong>Air</strong> <strong>Force</strong> measurement standards certified by the NIST, the US Naval Observatory (USNO),or other AFMETCAL approved sources.1.4.3 Calibration. Calibration is a comparison between equipment items, one of which is a measurement standard ofknown accuracy, to detect, correlate, adjust and report any variation in the accuracy of the other item(s).1.4.4 Calibration, Limited. Calibration of TMDE to less than the accuracy or functional capabilities specified inthe authorized calibration procedure or data.1.4.5 Calibration, Special. Calibration of TMDE to all specifications called for in the authorized calibrationprocedure plus additional requirements.1.4.6 Calibration and Measurement Summary (CMS). A <strong>TO</strong> which identifies calibration support necessary to ensure theoperational readiness of a specific weapon system, weapon subsystem or mission. The summary describes the calibrationconcept and is calibration authority for the applicable weapon system, weapon subsystem or mission. The CMS is printedas a weapon system or 33K series technical order. AFMETCAL maintains <strong>Air</strong> <strong>Force</strong> CMSs.1.4.7 Calibration and Measurement Requirement Summary (CMRS). Three category, in-line summary of measurementparameters. Normally, a Program Office or Department of Defense (DoD) system contractor prepares and maintains theCMRS (DI-QCIC-80278B). A CMRS identifies all measurement requirements within a specific system or item ofequipment. The CMRS further displays the proposed solutions for maintaining the system measurement requirementswithin stated limits. It is also used to identify the need for new calibration standards. This data is provided toAFMETCAL, 813 Irving-Wick Dr W, Bldg 2, Heath OH, 4<strong>30</strong>56-1199. AFMETCAL uses it for ensuring calibrationsupportability and planning for PMEL support for a particular weapon system/subsystem.1-2
