In regard to the first of these reforms, programs and organizationalstructures were revised for all special public institutions. As a result, theReorganization and Rationalization Plan for Special Public Institutions wasadopted by the Cabinet in December 2001, with 163 special publicinstitutions reorganized. The 45 mutual aid associations will be made intocorporations separate from government policy implementation institutions,but of the remaining 118 special public institutions, the government decidedto close 17 down, privatize 45 and convert 38 into 36 independentadministrative institutions.It was decided to turn the JSPS into an independent administrativeinstitution, and issues requiring review were identified in regard toresearcher training and exchange and research assistance (Grants-in-Aidfor Scientific Research).
