Explain how the costs have beenidentified/calculated. Record optimism bias considerations in Annex B mitigation ofoptimism bias.5.2.2 Commercial <strong>Case</strong>It is important to consider what the project will have to do to achieve the proposedchange. This section should provide high level details for a potential procurement:• possible procurement method/route;• identified complete off-the-shelf solutions;• interest from potential service providers including PPP (NPD); and• in-house capabilities/opportunities.N.B. The rationale and more detailed arrangements should be provided in annex A6.5.2.3 Financial <strong>Case</strong>Details of the estimated cost, what funding available/potentially available to supportthe project, including constraints.5.2.4 Management <strong>Case</strong>Details of resources for and management of the project.
