Don Field Decommissioning ProgrammeDON-BP-0011 IntroductionThis section describes the consultation process regarding the proposeddecommissioning activities for the Don Field, as described in these DecommissioningProgrammes.2 Consultation ProcessConsultation has been undertaken with a range of interested parties, including theHealth and Safety Executive (Offshore Safety Division) (HSE (OSD)) and ScottishFishermen’s Federation (SFF), since planning first began for the decommissioning of theDon Field in June 2004. In addition, as required under the Department of Energy andClimate Change (DECC) Guidance Notes [11.1], a period of statutory public consultationwas undertaken between 19 th October and 17 th November 2009.Statutory consultations with the list of consultees provided by DECC (the SFF, theNational Federation of Fishermen’s Organisations, the Northern Ireland Fishermen’sFederation and Global Marine Systems Ltd) was undertaken when the second draft ofthese Decommissioning Programmes was submitted to DECC. Each statutory consulteewas provided with a CD ROM of the second draft of the Decommissioning Programmes,accompanied by a letter as shown in Appendix 11A. A response letter was received fromthe SFF as shown in Appendix 11C. No response was received from the other statutoryconsultees.Also at this second draft stage, the draft Decommissioning Programmes were publishedon the BP website at www.bp.com/don from where it is possible to read and downloadthe decommissioning document. A Public Notice, similar to that shown in Appendix 11B,was published in national and local publications highlighting the existence of theinformation on the BP website and pointing out that copies are available for viewing atBP’s offices in Aberdeen. This provided a wider audience with access to information onthe Don Field facilities and decommissioning process.
