SECTION 3.0 PROGRAM ORGANIZATION AND RESPONSIBILITIES<br />

Analyze Change Orders for schedule impacts.<br />
Ensure Contractor’s compliance with C-P/DPW environmental requirements and<br />
coordinate Contractor activities with C-P/DPW environmental and safety personnel.<br />
Conduct final inspection and establish final punch list.<br />
Ensure receipt of proper final payment documentation, final approved operations and<br />
maintenance (O&M) manuals, and as-built drawings reviewed and approved by Field<br />
Inspector and Design Engineer. Verify completion of punch list components and O&M<br />
training prior to recommending final payment.<br />
Coordinate construction contract closeout procedures, including preparation of Record<br />
Drawings by Design Engineer.<br />
Ensure plant and operations personnel receive appropriate numbers of copies of O&M<br />
manuals, Record Drawings, and other documents that might be required for reference<br />
during operations.<br />
Coordinate notifications and responses to warranty issues.<br />
Coordinate anniversary inspection prior to warranty expiration(s).<br />
3.3.3 Program Construction Manager<br />
Specific duties during construction include the following:<br />

Review requests for additional C-P/DPW funding to support project initiatives.<br />
Serve as liaison between the project and other C-P/DPW departments or business lines.<br />
Assist C-P/DPW in preparing agendas and conducting Prebid Meeting and<br />
Preconstruction Conference.<br />
Determine scope of Design Engineers’ services during construction, and negotiate<br />
agreement that identifies the specific tasks and budget required of Design Engineer<br />
during construction phase.<br />
Monitor project for compliance to program requirements and C-P/DPW requirements.<br />
Provide specialized support to Project Construction Managers as required. Such support<br />
may include additional staffing, specialized equipment, or outside contract services.<br />
3.3.4 Project Controls Specialist<br />
The Project Controls Specialist is generally responsible to Project Construction Manager for<br />
overall project controls; scheduling, cost trending, cash flow projections, cost to date and<br />
cost to completion reporting, and consolidating inputs from all parties into a single monthly<br />
report.<br />
