The primary responsibility for overall management and control of submittals lies with<br />

the Contractor.<br />

Submittals shall be provided in a timely manner, and according to Contract Documents,<br />

to allow for the review, approval, procurement, delivery, and QC preparatory phase of<br />

an item before it is needed for construction. The Contractor will receive no time<br />

extension for delays caused by late or deficient submittals which require multiple<br />

submissions. If a Contractor repeatedly provides deficient submittals, C-P/DPW<br />

reserves the right to back charge the cost of multiple reviews.<br />

9.8 Testing<br />

Testing procedures described in the Construction Contract Documents are another form of<br />

quality control to be performed by the Contractor, ensuring delivery of an end product<br />

which meets the requirements in the contract.<br />

Testing requirements and procedures shall include but not be limited to the following:<br />

An outline of proposed testing procedures developed and submitted prior to<br />

construction.<br />

A listing of required tests as specified in the Contract Documents, in addition to<br />

providing a listing of non-specified testing procedures pending approvals.<br />

Identification of tests to be performed by an independent, C-P/DPW approved certified<br />

testing laboratory or by the Contractor with C-P/DPW approved certified equipment<br />

and procedures or by others (subcontractors or suppliers) approved by C-P/DPW.<br />

ASTM 3740-96, Minimum Requirement for Agencies Engaged in the Testing and/or<br />

Inspection of Soil and Rock as used in Engineering Design and Construction.<br />

9.9 Quality Assurance<br />

Quality Assurance (QA) is the means by which C-P/DPW ensures the completed project<br />

complies with the quality established by the Contract Documents. C-P/DPW ensures that<br />

Quality Control (QC) will be accomplished through reviews, observation and tests by QA<br />

personnel (Field Inspector, Design Engineer, Construction Management Team or any other<br />

authorized C-P/DPW representative).<br />

Responsibilities of the QA personnel include but are not limited to the following:<br />

Respond to Contractor’s RFIs in a clear and timely manner.<br />
