SECTION 9.0 CONSTRUCTION QA/QC PROGRAM<br />

Required certificates of conformance and tests, certified analyses, and laboratory tests<br />
have been submitted.<br />
Warranties, tools and equipment, and O&M manuals are approved and available.<br />
All applicable Notices of Non-Conformance have been released.<br />
10.2.4 Results<br />
If deficiencies are noted at the completion of the substantial completion inspection, the<br />
Project Construction Manager, Field Inspector and Design Engineer will prepare a punchlist<br />
using C-P/DPW Form 021 “Final Inspection/Project Closeout Process” as a guide to<br />
identify deficiencies found during the inspection. This document will be signed by both the<br />
Project Construction Manager and the Contractor.<br />
If the work is found to be substantially complete, the Project Construction Manager will<br />
prepare a Letter of Conditional Approval for signature by the Program Construction<br />
Manager and the Contractor.<br />
10.3 Final Completion Inspection<br />
10.3.1 Final Completion<br />
Final completion occurs on the date certified by the Project Construction Manager or in<br />
accordance with the Contract Documents. The final completion inspection includes both<br />
physical examination of the work and the examination of contract provisions and<br />
requirements to establish the Contract has been fully performed.<br />
10.3.2 Inspection Participants<br />
Those participants identified for the substantial completion inspection will be invited to<br />
attend and participate in the final completion inspection.<br />
10.3.3 Final Completion Guidelines<br />
Guidelines regarding the final completion inspection include the following:<br />

Contractor requests Project Construction Manager conduct a final completion<br />
inspection.<br />
If Project Construction Manager finds conditions satisfied, they then notify the<br />
participants identified in paragraph 9.2.2 of the time and place of the final inspection.<br />
During the final inspection, parties will inspect the work and examine applicable<br />
portions of the Contract Documents.<br />
If the inspection is not satisfactory, Project Construction Manager will prepare a final<br />
punchlist.<br />
Contractor will correct items noted on the final punchlist.<br />
If the inspection is satisfactory, the Program Construction Manager will authorize<br />
issuance of the Notice of Final Completion. At that point, Senior Construction Specialist<br />
then prepares a memorandum to the C-P/DPW stating that punchlist items have been<br />
successfully completed and to recommend issuance of Final Acceptance.<br />
