It is extremely lucrative by issuing excessive bail bonds obtained using a fixed judge allotment<br />

system to issue over $40 million <strong>of</strong> bonds alone in “Operation 27”. More staggering is that in Calcasieu<br />

arresting people is very pr<strong>of</strong>itable and 2% <strong>of</strong> <strong>the</strong> funds are collected in cash and distributed 1% to CPSO,<br />

0.5% to CPDA and 0.5% to District Court. Arrest incentives are in place from bonds despite a 9.75%<br />

sales tax. The most recent sales tax proposition extension election was on March 28, 2015. It was done<br />

as a single tax proposition special election which should be reviewed by authorities. The tax election was<br />

suspiciously not announced in <strong>the</strong> press until 1 day before early voting on March 13, 2015. A document<br />

obtained by public records request shows that <strong>the</strong> tax proposition was submitted on October 17, 2014 just<br />

weeks before <strong>the</strong> very competitive election on November 4, 2014. Approximately $30 million per year in<br />

sales tax proceeds was used to manipulate almost 8,000 votes by suggesting DeRosier’s re-election was<br />

required in order to provide Calcasieu Parish Sherriff Office staff payroll raises in <strong>the</strong> single issue tax<br />

special election (payroll raises were promised but not specified in <strong>the</strong> proposition). The proposition<br />

advertised salary increases for all sheriff department staff however statistics dispute <strong>the</strong> truth <strong>of</strong> <strong>the</strong><br />

advertised claims and <strong>the</strong> proposition language did not detail <strong>the</strong> claims. The election was treated as top<br />

secret among approximately 1,000 employees and <strong>the</strong>ir families.<br />
