The terms of the plea deal were partially disclosed in the press by Calcasieu Parish District Attorney John DeRosier. DeRosier said, “He was sentenced to, I think, two years, suspended, placed on probation for several years and, I think fined approximately a thousand dollars.” After the first indictment, the offender continued worked at the CPDA office until he made the decision to resign in September 2013 weeks before pleading guilty on a plea deal to Obscenity from an April 2013 arrest in New Orleans on a different charge involving different teenage young man. The offender was not suspended or terminated following the 9 months after the first known reported incident or even for 5 months after Obscenity indictment. The First Assistant DA continued to hold office and supervise the Juvenile Justice Services after at the time. Such charges give drastic appearance of impropriety coming from the attorney that prosecutes such crimes involving young boys. By not mitigating such risks to citizens does nothing to prevent more incidents of sexual extortion and abuse on citizens that could have the venerability of criminal prosecution from top law enforcement officers that used the District Attorney’s physical location and office as a crime scene to terrorize young boys and young men in exchange for ticket assistance from First Assistant District Attorney. No real press release was done with any comments to demonstrate any sort of accountability or to denounce sexual extortion and sex crimes. DeRosier even provided an inaccurate resignation date (July instead of September), reinforced that offender worked until he resigned just a few weeks before 1P st Pguilty plea, and was not terminated or suspended. Even more disrespectful due to the seriousness nature of sex crimes is that the DeRosier actually spoke in press of the highlights of the offender’s career and public service and that the offender was the supervisor of the Juvenile Criminal Justice System and “helped write the Louisiana Children’s Code”. DeRosier’s comments of uncertainty on the case by using terms such as, “I think,” multiple times in one sentence do not communicate any importance, interest, or eagerness once-so-ever at all from the head parish prosecutor. In fact, the offender’s name was not even taking off the Official DA Letterhead until over 26 months after the incident. Multiple incidents within 3 months occurring with victims both being teenage young men, but only discovered after 36 years of office give many questions about if there Page 42 of 56
was any criminal behavior or at-risk behavior overlooked, permitted or at least competency related questions from the staffing and policy failures from Calcasieu’s top investigator and elected prosecutor. No reports were ever made apologizing for taking 2 years to remove displaying the sex criminal’s (dis-barred) name and former position on the official Calcasieu Parish District Attorney letterhead. Nothing was ever mentioned in regards to any preventative procedure improvements or any corrective measures associated with a possible “recovery” plan from the convicted offender reaching such a high level position in the organization. Instead the top executive and elected official spoke with a sense of remorse for losing “Ronnie” in a manner of endearment such as losing a hunting buddy. Public funds were later used to pay the victim a settlement and it burned the parish with financial settlement cost. Page 43 of 56
