Existing facilities 

conducting activities 

that are eligible for this 

general permit, but 

which are not permitted 

by LDEQ, should submit 

a Notice of Intent 

(NOI) immediately. 

Proposed facilities desiring 

coverage under 

this general permit 

must submit an NOI at 

least sixty (60) days prior 

to conducting activities 

covered by this general 

permit. 

Any facility covered 

under the prior version 

of the Sewage Sludge 

and Biosolids Use or 

Disposal General Permit 

will automatically 

receive coverage under 

this renewal. If a renewal 

NOI was submitted, 

the Department will review 

the NOI and ensure 

that the facility 

meets the applicability 

requirements. Upon 

reauthorization of coverage, 

those NOIs will 

be withdrawn.

covered by an individual

thereto, a special election 

be and the same is 

hereby called and ordered 

to be held in Calcasieu 

Parish, Louisiana 

(the “Parish”), on Saturday, 

March 28, 2015, between 

the hours of seven 

(7:00) o’clock A.M. and 

eight (8:00) o’clock 

P.M., in compliance with 

the provisions of the Louisiana 

Election Code, 

and that at said election 

there shall be submitted 

to all registered voters of 

the Parish qualified and 

entitled to vote at said 

election under the Constitution 

and Laws of the 

State and the Constitution 

of the United States, 

the following Proposition: 

Shall the Calcasieu 

Parish Law Enforcement 

District, (“The 

District”), be authorized 

to continue to levy, collect 

and adopt an ordinance 

providing for such 

levy and collection of a 

tax of one-half (1/2%) 

percent (“the tax”) upon 

the sale at retail, the use, 

the lease or rental, the 

consumption and the 

storage for use or consumption 

of tangible personal 

property and on 

sales of services, all as 

defined in L.R.S. 47:301 

through L.R.S. 47:317, 

inclusive, for a period of 

ten (10) years from the 

date of the first levy of 

the tax renewal, with 

proceeds of the tax, after 

paying reasonable and 

necessary costs and expenses 

for collecting and 

administering the tax, to 

be dedicated and used 

for: the maintenance of 

the salary schedule for 

deputies; providing for 

future cost of living salary 

adjustments; continued 

funding of the Patrol 

and Corrections Divisions 

and related law enforcement 

functions; 

maintenance of Emergency 

Fund Balance or 

Reserve to be utilized in 

the event of an emergency 

and provide continuity 

in operations; and if 

approved, the renewal of 

this tax to commence on 

October 1, 2016, and expire 

on September 30, 

2026, with estimated annual 

proceeds of 

$23,843,000.00? 

Section 2. That there 

shall be published in the 

“Lake Charles American 

Press,” a daily 

newspaper of general 

circulation within the 

District, published in 

Lake Charles, Louisiana, 

and being the official 

journal of the District, 

once a week for 

four consecutive weeks, 

with the first publication 

to be made not less that 

forty-five (45) days nor 

more than ninety (90) 

days prior to the date 

fixed for the election, notice 

of said election, 

which notice shall be 

substantially in accordance 

with the Notice of 

Special Election annexed 

hereto as “Exhibit 

A” and incorporated 

herein by reference the 

same as if it were set 

forth herein in full. 

Section 3. That the Calcasieu 


District, shall 

meet at its regular meeting 

place, the Calcasieu 

Parish Sheriff’s Office, 

Administration 

Building, 

5400 E. Broad Street, 

Calcasieu Parish, Louisiana, 

on Thursday, 

April 2, 2015, at 9:00 

A.M., and shall then and 

there in open and public 

session proceed to examine 

and count the votes, 

examine and canvass 

the returns and declare 

the results of said special 

election. 

Section 4. That the 

polling places set forth in 

the aforesaid Notice of 

Special Election and situated 

within the corporate 

limits of the District, 

be and the same 

are hereby designated as 

the polling places at 

which to hold the said 

election, and the Commissioners 

and Commissioners-in-Charge 

shall 

be those persons referred 

to in the said Notice 

of Special Election. 

Section 5. That the officers 

designated to serve 

as Commissioners and 

Commissioners-in- 

Charge, or such substitutes 

therefore as may 

be selected and designated 

in compliance with 

the Louisiana Election 

Code, shall hold the said 

special election as herein 

provided, shall make 

due returns of said election 

for the meeting of 

the District to be held on 

Thursday, April 2, 2015, 

and that the compensation 

of said officers be 

and the same is hereby 

fixed at the sum prescribed 

by law. All registered 

voters in the District 

are entitled to vote 

at said special election, 

and voting machines 

shall be used in said special 

election. 

Section 6. That the Secretary 

of the District be 

and he/she is hereby empowered, 

authorized and 

directed to arrange for 

and to furnish to said 

election officers in ample 

time for the holding of 

said election the necessary 

equipment, forms 

and other paraphernalia 

essential to the proper 

holding of said election. 

Section 7. That certified 

copies of this resolution 

shall be forwarded 

to the Secretary of State, 

the Commissioner of 

Elections, the Clerk of 

Court and Ex-Officio 

Parish Custodian of Voting 

Machines in and for 

the District of Calcasieu, 

Louisiana, and the Register 

of Voters in and for 

said District, as notification 

of the special election 

herein called in order 

that each may 

prepare for said election 

and perform their respective 

functions as required

Section 8. That application 

be and the same is 

hereby formally made to 

the State Bond Commission 

for consent and authority 

to hold the aforesaid 

election as herein 

provided and in the 

event the aforesaid Renewal 

Proposition is carried,

that a certified copy of 

this resolution shall be

copy of this resolution,

thereof is held invalid,
