The LDEQ, Office<br />

comments on a draft<br />

Louisiana Sewage<br />

Sludge and Biosolids<br />

Use or Disposal General<br />

Permit for <strong>the</strong> disposal<br />

<strong>of</strong> sewage sludge in a<br />

permitted landfill.<br />

Coverage under this<br />

general permit shall be<br />

limited to persons who<br />

prepare sewage sludge<br />

for disposal in a landfill<br />

permitted to accept<br />

sewage sludge.<br />

Existing facilities<br />

conducting activities<br />

that are eligible for this<br />

general permit, but<br />

which are not permitted<br />

by LDEQ, should submit<br />

a Notice <strong>of</strong> Intent<br />

(NOI) immediately.<br />

Proposed facilities desiring<br />

coverage under<br />

this general permit<br />

must submit an NOI at<br />

least sixty (60) days prior<br />

to conducting activities<br />

covered by this general<br />

permit.<br />

Any facility covered<br />

under <strong>the</strong> prior version<br />

<strong>of</strong> <strong>the</strong> Sewage Sludge<br />

and Biosolids Use or<br />

Disposal General Permit<br />

will automatically<br />

receive coverage under<br />

this renewal. If a renewal<br />

NOI was submitted,<br />

<strong>the</strong> Department will review<br />

<strong>the</strong> NOI and ensure<br />

that <strong>the</strong> facility<br />

meets <strong>the</strong> applicability<br />

requirements. Upon<br />

reauthorization <strong>of</strong> coverage,<br />

those NOIs will<br />

be withdrawn.<br />

Any permittee<br />

covered by an individual<br />

sewage sludge permit<br />

may submit an NOI<br />

and request that <strong>the</strong> individual<br />

sewage sludge<br />

permit be canceled if<br />

<strong>the</strong> permitted source or<br />

activity is also eligible<br />

for coverage under this<br />

general permit.<br />

After review <strong>of</strong> <strong>the</strong><br />

submitted NOI, this Office<br />

will issue written<br />

notification to those applicants<br />

who are accepted<br />

for coverage under<br />

<strong>the</strong> general permit.<br />

(LPDES) permit<br />

prepared for Praxair,<br />

Inc., Westlake PPG Facility,<br />

P.O. Box 670,<br />

Westlake, La 70669. The<br />

facility is located at 3210<br />

Pete Manena Road in<br />

Westlake, Calcasieu<br />

Parish. Upon <strong>the</strong> effective<br />

date <strong>of</strong> <strong>the</strong> final permit,<br />

<strong>the</strong> LPDES permit<br />

shall replace <strong>the</strong> previously<br />

issued LPDES<br />

permit.<br />

The principal discharge<br />

from this existing<br />

source is made into<br />

Calcasieu River via a<br />

ditch and <strong>the</strong> PPG<br />

Canal, waters <strong>of</strong> <strong>the</strong><br />

state classified for<br />

primary contact recreation,<br />

secondary contact<br />

recreation, and<br />

propagation <strong>of</strong> fish and<br />

wildlife. Under <strong>the</strong> SIC<br />

Code 2813, <strong>the</strong> applicant<br />

proposes to discharge<br />

chiller condensate, hydrogen<br />

compressor condensate,<br />

compressor<br />

foundation stormwater,<br />

non-contact cooling<br />

tower blowdown, and<br />

DeOxo condensate from<br />

an existing hydrogen<br />

purification and compression<br />

facility.<br />

During <strong>the</strong> preparation<br />

<strong>of</strong> this permit, it has<br />

been determined that<br />

<strong>the</strong> discharge will have<br />

no adverse impact on<br />

<strong>the</strong> existing uses <strong>of</strong> <strong>the</strong><br />

receiving waterbody. As<br />

with any discharge,<br />

however, some change<br />

in existing water quality<br />

may occur.<br />

<strong>the</strong> lease or rental, <strong>the</strong><br />

consumption and <strong>the</strong><br />

storage for use or consumption<br />

<strong>of</strong> tangible personal<br />

property and on<br />

sales <strong>of</strong> services, all as<br />

defined in L.R.S. 47:301<br />

through L.R.S. 47:317,<br />

inclusive, for a period <strong>of</strong><br />

ten (10) years from <strong>the</strong><br />

date <strong>of</strong> <strong>the</strong> first levy <strong>of</strong><br />

<strong>the</strong> tax renewal, with<br />

proceeds <strong>of</strong> <strong>the</strong> tax, after<br />

paying reasonable and<br />

necessary costs and expenses<br />

for collecting and<br />

administering <strong>the</strong> tax, to<br />

be dedicated and used<br />

for: <strong>the</strong> maintenance <strong>of</strong><br />

<strong>the</strong> salary schedule for<br />

deputies; providing for<br />

future cost <strong>of</strong> living salary<br />

adjustments; continued<br />

funding <strong>of</strong> <strong>the</strong> Patrol<br />

and Corrections Divisions<br />

and related law enforcement<br />

functions;<br />

maintenance <strong>of</strong> Emergency<br />

Fund Balance or<br />

Reserve to be utilized in<br />

<strong>the</strong> event <strong>of</strong> an emergency<br />

and provide continuity<br />

in operations; and if<br />

approved, <strong>the</strong> renewal <strong>of</strong><br />

this tax to commence on<br />

October 1, 2016, and expire<br />

on September 30,<br />

2026, with estimated annual<br />

proceeds <strong>of</strong><br />

$23,843,000.00?<br />

Section 2. That <strong>the</strong>re<br />

shall be published in <strong>the</strong><br />

“Lake Charles American<br />

Press,” a daily<br />

newspaper <strong>of</strong> general<br />

circulation within <strong>the</strong><br />

District, published in<br />

Lake Charles, Louisiana,<br />

and being <strong>the</strong> <strong>of</strong>ficial<br />

journal <strong>of</strong> <strong>the</strong> District,<br />

once a week for<br />

four consecutive weeks,<br />

with <strong>the</strong> first publication<br />

to be made not less that<br />

forty-five (45) days nor<br />

more than ninety (90)<br />

days prior to <strong>the</strong> date<br />

fixed for <strong>the</strong> election, notice<br />

<strong>of</strong> said election,<br />

which notice shall be<br />

substantially in accordance<br />

with <strong>the</strong> Notice <strong>of</strong><br />

Special Election annexed<br />

hereto as “Exhibit<br />

A” and incorporated<br />

herein by reference <strong>the</strong><br />

Section 3. That <strong>the</strong> Calcasieu<br />

Parish Law Enforcement<br />

District, shall<br />

meet at its regular meeting<br />

place, <strong>the</strong> Calcasieu<br />

Parish Sheriff’s Office,<br />

Administration<br />

Building,<br />

5400 E. Broad Street,<br />

Calcasieu Parish, Louisiana,<br />

on Thursday,<br />

April 2, 2015, at 9:00<br />

A.M., and shall <strong>the</strong>n and<br />

<strong>the</strong>re in open and public<br />

session proceed to examine<br />

and count <strong>the</strong> votes,<br />

examine and canvass<br />

<strong>the</strong> returns and declare<br />

<strong>the</strong> results <strong>of</strong> said special<br />

election.<br />

Section 4. That <strong>the</strong><br />

polling places set forth in<br />

<strong>the</strong> aforesaid Notice <strong>of</strong><br />

Special Election and situated<br />

within <strong>the</strong> corporate<br />

limits <strong>of</strong> <strong>the</strong> District,<br />

be and <strong>the</strong> same<br />

are hereby designated as<br />

<strong>the</strong> polling places at<br />

which to hold <strong>the</strong> said<br />

election, and <strong>the</strong> Commissioners<br />

and Commissioners-in-Charge<br />

shall<br />

be those persons referred<br />

to in <strong>the</strong> said Notice<br />

<strong>of</strong> Special Election.<br />

Section 5. That <strong>the</strong> <strong>of</strong>ficers<br />

designated to serve<br />

as Commissioners and<br />

Commissioners-in-<br />

Charge, or such substitutes<br />

<strong>the</strong>refore as may<br />

be selected and designated<br />

in compliance with<br />

<strong>the</strong> Louisiana Election<br />

Code, shall hold <strong>the</strong> said<br />

special election as herein<br />

provided, shall make<br />

due returns <strong>of</strong> said election<br />

for <strong>the</strong> meeting <strong>of</strong><br />

<strong>the</strong> District to be held on<br />

Thursday, April 2, 2015,<br />

and that <strong>the</strong> compensation<br />

<strong>of</strong> said <strong>of</strong>ficers be<br />

and <strong>the</strong> same is hereby<br />

fixed at <strong>the</strong> sum prescribed<br />

by law. All registered<br />

voters in <strong>the</strong> District<br />

are entitled to vote<br />

at said special election,<br />

and voting machines<br />

shall be used in said special<br />

Section 6. That <strong>the</strong> Secretary<br />

<strong>of</strong> <strong>the</strong> District be<br />

and he/she is hereby empowered,<br />

authorized and<br />

directed to arrange for<br />

and to furnish to said<br />

election <strong>of</strong>ficers in ample<br />

time for <strong>the</strong> holding <strong>of</strong><br />

said election <strong>the</strong> necessary<br />

equipment, forms<br />

and o<strong>the</strong>r paraphernalia<br />

essential to <strong>the</strong> proper<br />

shall be forwarded<br />

<strong>the</strong> Commissioner <strong>of</strong><br />

Machines in and for<br />
