On February 20, 2015, a public record request was submitted that requesting, “Accounting<br />

summary report for 2014 that details marketing, advertising and public service announcements cost by<br />

vendor with monthly totals or according to any fiscal calendar. If no accounting summary report is<br />

available, provide cost reports showing <strong>the</strong> Calcasieu Parish District Attorney's <strong>of</strong>fice marketing,<br />

advertising and public service announcements for dates Jan 1, 2014 to Dec 31, 2014.”<br />

No response was received to <strong>the</strong> February 20, 2015 request. A second attempt was submitted to<br />

<strong>the</strong> CPDA on March 3, 2015. Sigler responded to <strong>the</strong> second attempt on March 3, 2015 requesting a<br />

$75.00 money order for <strong>the</strong> records. Sigler fur<strong>the</strong>r noted that <strong>the</strong> request seemed duplicative from a<br />

previous request. It is just “trickery” for Sigler to respond with copies <strong>of</strong> invoices for marketing cost.<br />

The request was made for a summary report. Accounting cost are “coded” to applicable categories. The<br />

request is made for a total <strong>of</strong> cost and Sigler responds with partial information by provides “some” <strong>of</strong> <strong>the</strong><br />

invoices.<br />

The $75.00 payment and fur<strong>the</strong>r explanation was submitted to Sigler on March 11, 2015. The<br />

previous response only included a partial response for 2014. It was extremely clear that <strong>the</strong>re was missing<br />

information such as <strong>the</strong> Lamar billboard. To fur<strong>the</strong>r clarify <strong>the</strong> public records request, a list <strong>of</strong> 51 questions<br />

was submitted that only would require short answers with <strong>the</strong> intension <strong>of</strong> being clear questions that Sigler<br />
