Other in-country consultations<br />

Industry consultation in Fiji included attendance at the Renewable Energy Stakeholder Conference<br />

to discuss <strong>APTC</strong> plans to deliver the Certificate III in Air-conditioning <strong>and</strong> Refrigeration in Fiji, <strong>and</strong><br />

the potential to develop a renewable energy short course focused on solar technology.<br />

The 2nd Pacific Emergency <strong>and</strong> Response Logistics (PEARL) workshop was held in Suva in October<br />

<strong>2016</strong>. <strong>APTC</strong> staff attended to discuss course offerings, student enrolment processes, qualification<br />

levels <strong>and</strong> RPL procedures. Industry representatives at the workshop included:<br />

› World Food Program<br />

› International Federation of Red Cross (IFRC)<br />

› RedR Australia<br />

› Oxfam Australia<br />

› TOLL Group<br />

› Save the Children<br />

› NDMO Samoa<br />

› USP (University of South Pacific)<br />

› Middlebank Consulting Group<br />

› NDC National<br />

During this period, the Specialist Advisor Professional Development (SAPD) met with a number of<br />

retail businesses to discuss the delivery of qualifications for the sector. The SAPD also held<br />

discussions with industry representatives to gauge requirements for the delivery of the<br />

Certificate IV in Leadership <strong>and</strong> Management, <strong>and</strong> the Certificate IV in Government.<br />

Papua New Guinea<br />

The CM PNG, the <strong>APTC</strong> CEO <strong>and</strong> the EDMSE met with industry <strong>and</strong> government representatives<br />

to conduct labour market consultations across 24, 25 <strong>and</strong> 27 October <strong>2016</strong> for the following sectors:<br />

› Session 1 Tourism <strong>and</strong> Hospitality<br />

› Session 2 Trades, Government <strong>and</strong> Education<br />

› Session 3 Business<br />

Upon evaluation of feedback from the sessions, common themes emerged:<br />

Skills shortages<br />

Meetings revealed opportunities to link with existing business programs such as the Business<br />

Coalition for Women <strong>and</strong> the Small <strong>and</strong> Medium Enterprise Centre, focussing on upskilling in<br />

business management <strong>and</strong> supervision, coaching <strong>and</strong> performance management skills.<br />

Training opportunities in tourism, hospitality <strong>and</strong> agriculture were also identified during the<br />

consultations.<br />

Women<br />

There is scope for <strong>APTC</strong> to address culture, ethics <strong>and</strong> domestic violence issues through training,<br />

notably the Certificate II in Skills for Work.<br />

Delivery model<br />

Some employers consider full time training delivery as a barrier, <strong>and</strong> suggested that a part time<br />

delivery pattern such as two days training <strong>and</strong> three days on the job as a preferred option.<br />

Other in-country consultations<br />

Aside from the dedicated labour market consultations, additional meetings were held with the<br />

National Apprenticeship <strong>and</strong> Trade Testing Board (NATTB), the Department of Education (TVET<br />

Section) <strong>and</strong> the National Training Council (NTC) regarding <strong>APTC</strong>’s delivery <strong>and</strong> focus areas. The<br />

NATTB considers <strong>APTC</strong> programs as complementary to national offerings.<br />

The CM PNG also met with large employers including Curtain Brothers (2,500 employees),<br />

Goodman Fielder International <strong>and</strong> the Brian Bell Group to review the range of delivery offerings<br />

suited to industry.<br />
