QUALITY APTC HAS A GOOD REPUTATION IN THE PACIFIC AS A HIGH QUALITY PROVIDER OF TVET Scope of Services 2.12(c, f, g, i), 5.2, 5.3 (a-c), 5.10 (a, b), 5.11 (a), 5.12 (a- c), 5.13 (a), 5.14, 5.20 (d-k), 5.21 (a-f, h, i), 5.24, 7.1, 7.2, 7.3, 8.2, 10.1-10.6, 12.9, 12.11, 12.12 (a), 12.21, 13.1, 13.2 (a, c), 13.3 (c, d), 14.1, 14.2, 17.1, 17.2, 17.3 (a-f), 19.1-19.3 Compliance As part of the move to one Registered Training Organisation (RTO) in the Stage 2 Extension, TAFE Queensland East Coast (TQEC) staff visited APTC delivery sites between August and October 2015 and undertook an education and training audit. The audit reviewed the current training and delivery activity across twenty-seven programs in Fiji, Samoa, Vanuatu and Solomon Islands, including a review of programs under the European Union agreement. In semester 2 2016 the TQEC audit team conducted a follow-up visit to review progress against the initial audit findings. While seven disciplines are now compliant against all Australian Skills Quality Authority (ASQA) Standards audited and reviewed, continuous improvement strategies are required to address some minor non-compliances in particular relating to Standard 1. The audit team commented on the continuous improvement activities undertaken to date: The Audit team from TQEC extend our congratulations on the work that has been undertaken at APTC since our initial audit visit. We witnessed some examples of excellent teaching practice and dedication to consistent student training outcomes with a continued effort to work together. It was positive to see the confidence and growth in the trainers and tutors across the region and how well they are supported by APTC to develop in vocational education and training skills. Overall there has been significant improvement in compliance against the ASQA Standards of RTO’s across the Pacific through the concerted efforts of APTC working with local trainers and industry. Jody Ridgeway, Centre Director - Trades and Resources TAFE Queensland East Coast The final follow-up report was supplied to the APTC CEO in November 2016, with a formal response to the report due in early 2017. Professional Development for Training Delivery Staff APTC facilitates ongoing professional development for training delivery staff, as can be evidenced by the attendance of all Fijian training delivery staff at the IVETA conference in August this year. In addition, two national trainers from Fiji and Samoa attended the Vocational Education Learners Group (VELG) annual conference at the Gold Coast Conference Centre, Broadbeach, Australia in September. The trainers attended sessions on how to plan and schedule effective validation, audit processes and procedures, understanding the principles of assessment and the development and implementation of training packages. Professional development for training delivery staff was further enhanced through sessions delivered in Suva by a noted ASQA compliance and quality training expert. Sessions included compliancerelated issues such as assessment processes for clustered competencies and conducting authentic Recognition of Prior Learning (RPL) with students. Six national trainers in Fiji are registered trainers with FNU, allowing them to deliver courses eligible under the training levy system. All employers in Fiji are required to pay a levy of one percent of gross payroll into a fund managed by FNU. Student Activity The following section provides an update of student activity for 1 January – 31 December 2016 and is presented by country under the following categories in the report annexes: › Cumulative Application, Enrolment, Graduate and Migration Data, by Citizenship › Cumulative Application, Enrolment and Graduate Data All Countries › Cumulative Migration Data All Countries Cumulative Enrolment Data Total enrolments In total, 11937 students have been enrolled into APTC programs since the inception of APTC in 2007, with 7561 enrolling in Stage 2. The current Stage 2 enrolments total represents an increase of 1363 or twenty-two percent since the last annual report. The gender balance of all scholarship and non-scholarship enrolments since 2007 stands at forty percent females and sixty percent males, whilst in Stage 2 females represent forty-two percent of all enrolments to date. Graduate Outcome Data Total graduates In total 10600 students have graduated from APTC programs since 2007, with 7122 of these graduating in Stage 2. The overall gender balance of graduates since 2007 is forty percent (4291) female and sixty percent (6309) male, with females accounting for forty-one percent (2912) of graduates in Stage 2.
