Campus Operations<br />

The Fiji campus represents the largest country expenditure project year to date, commensurate with<br />

its higher student enrolment. PNG expenditure is marginally lower than the Fiji project to date <strong>and</strong><br />

reflects the major capital works investment during Stage 2 in campus facilities <strong>and</strong> partnership<br />

support. Investment within Fiji during <strong>2016</strong>/17 with in-country partners including the Centre for<br />

Renewable Energy will result in Fiji continuing to have the highest expenditure in Stage 2.<br />

Over the course of <strong>APTC</strong> Stage 2, PNG has the highest cost per student of $32,549. This reflects<br />

the initial investment made during campus redevelopment in the first half of Stage 2 (prior to student<br />

enrolments) <strong>and</strong> the capital investment to exp<strong>and</strong> the campus to include hospitality <strong>and</strong> commercial<br />

cookery courses in 2014. PNG also has the highest operating cost. The campus operates with the<br />

additional costs of training <strong>and</strong> accommodating students within a secure compound. As student<br />

numbers have increased <strong>and</strong> additional efficiency measures introduced, PNG’s average cost per<br />

student has declined ($21,723 per student in Semester 2 <strong>2016</strong>). The PNG campus is also the highest<br />

source of co-contribution/tuition fee revenue from its ongoing arrangement with industry partners.<br />

Solomon Isl<strong>and</strong>s also has a higher cost per student <strong>and</strong> reflects the lower enrolment intake during<br />

its current establishment phase <strong>and</strong> provision of training to students as part of the Don Bosco<br />

partnership agreement in Certificate II courses. Additional investments in <strong>2016</strong>/17 with in-country<br />

partners will see the cost per student increase.<br />

The Fiji campus represents the lowest cost per student for a training campus at $11,483 in Semester<br />

2 <strong>2016</strong> ($16,251 on average over Stage 2) per enrolment student. The lower cost reflects the delivery<br />
