PROVINCES/TERRITORIES<br />

1. Implement a Provincial/Terr<strong>it</strong>orial Strategy<br />

to Prevent and End Youth Homelessness,<br />

supported by a targeted investment.<br />

2. Embed youth homelessness prevention<br />

w<strong>it</strong>hin Provincial/Terr<strong>it</strong>orial Poverty Reduction<br />

Strategies, ensuring that the Strategy provides<br />

the social and material supports to reduce<br />

poverty, housing need, and food insecur<strong>it</strong>y<br />

among families w<strong>it</strong>h children and youth.<br />

3. In liaison w<strong>it</strong>h the federal government,<br />

establish provincial/terr<strong>it</strong>orial service<br />

standards in the area of youth<br />

homelessness, which in turn can be tracked<br />

provincially to inform funding decisions.<br />

4. Prior<strong>it</strong>ize and support systems integration in<br />

all efforts to proactively address the needs of<br />

youth at risk of homelessness or experiencing<br />

homelessness. As part of this systems<br />

integration, all provincial/terr<strong>it</strong>orial ministries<br />

and departments should be mandated to<br />

identify their roles and responsibil<strong>it</strong>ies in<br />

addressing youth homelessness.<br />

5. Invest in provincial/terr<strong>it</strong>orial knowledge<br />

development and data management<br />

specific to youth homelessness in order to<br />

advance an integrated systems approach to<br />

youth homelessness prevention.<br />

6. Engage in the ongoing review of current<br />

system barriers to assess how the<br />

prevention of youth homelessness can<br />

be improved across systems, including<br />

through integration and improved access to<br />

services, supports, and housing for youth<br />

and their families.<br />

7. Foster meaningful youth engagement in all<br />

provincial/terr<strong>it</strong>orial policy development,<br />

planning, and implementation processes<br />

that affect youth at risk of homelessness<br />

and experiencing homelessness. Ensure<br />

the provision of necessary supports<br />

(reimbursement, compensation,<br />

accessibil<strong>it</strong>y, etc.) at all events, forums, and<br />

discussion groups.<br />

8. Create provincial/terr<strong>it</strong>orial housing<br />

and shelter standards that meet<br />

the diverse needs of youth at risk<br />

of homelessness or experiencing<br />

homelessness, developed in partnership<br />

w<strong>it</strong>h youth and Indigenous commun<strong>it</strong>ies.<br />

9. Support commun<strong>it</strong>ies to implement harm<br />

reduction models that focus on reducing<br />

the risks or harmful effects associated<br />

w<strong>it</strong>h substance use and addictive or other<br />

behaviours that pose risks for youth.<br />
