5.5 Environmental Analysis<br />

The greenhouse gas emission reductions as a result of generat<strong>in</strong>g heat for the designated<br />

Phase 1 build<strong>in</strong>gs <strong>in</strong> more efficient boilers by the DES is estimated to be 2,300 tonnes per year<br />

without CHP and 3,600 tonnes per year with CHP, assum<strong>in</strong>g 2,200 run hours per year for the<br />

CHP Facility.<br />

The reduction achievable with CHP would be higher <strong>in</strong> the event market conditions allow for<br />

more run hours.<br />

The estimates of greenhouse gas emissions with CHP allow noth<strong>in</strong>g for possible displacement<br />

of higher emitt<strong>in</strong>g central electricity generat<strong>in</strong>g technologies. The estimate simply assumes that<br />

a mix of generat<strong>in</strong>g technologies would be displaced hav<strong>in</strong>g approximately equivalent<br />

greenhouse gas emissions per unit of electricity delivered to the same po<strong>in</strong>t on the distribution<br />

system (tak<strong>in</strong>g <strong>in</strong>to account losses) as the CHP Facility. This is an imprecise assumption, and<br />

possibly conservative; a different protocol for this calculation could be used, but its validity<br />

would be questionable due to a fundamental lack of empirical data.<br />

This protocol is used <strong>in</strong> view of uncerta<strong>in</strong>ties created by the evolution of the electricity supply<br />

mix, e.g. planned shut-down of coal-fired generat<strong>in</strong>g stations <strong>in</strong> Ontario. Whereas <strong>in</strong> previous<br />

years the percentage of hours that coal-fired generat<strong>in</strong>g stations acted as the marg<strong>in</strong>al resource<br />

could be gauged from reports of the OEB Market Surveillance Panel this source of <strong>in</strong>formation<br />

will no longer be directly useful <strong>in</strong> that way. It is believed that grid electricity will long cont<strong>in</strong>ue to<br />

be based on coal at the marg<strong>in</strong> due to the <strong>in</strong>terconnection of Ontario with neighbour<strong>in</strong>g States.<br />

However, as yet it is not obvious how this could be quantified for the purpose of greenhouse gas<br />

reduction calculations.<br />

6 Ownership and Operational Structure<br />

6.1 Possible Ownership Models for DES Development <strong>in</strong> Pearson Area<br />

This section discusses characteristics of possible ownership models for development of a DES<br />

<strong>in</strong> the Pearson Eco-Bus<strong>in</strong>ess Zone:<br />

Precedents and lessons from recent Canadian experience<br />

The potential role of the municipalities<br />

The potential role of the GTAA<br />

The potential role of Enbridge<br />

There are likely other DE opportunities <strong>in</strong> the Pearson Eco-Bus<strong>in</strong>ess Zone, whose chances for<br />

serious consideration would be improved if an <strong>in</strong>itial DES could be successfully developed <strong>in</strong> the<br />

area under consideration <strong>in</strong> this study.<br />

The comments <strong>in</strong> this report are <strong>in</strong>tended, <strong>in</strong> pr<strong>in</strong>ciple, to apply to any possible scenarios<br />

regard<strong>in</strong>g these other opportunities:<br />

A s<strong>in</strong>gle DES utility <strong>in</strong> all locations<br />

One DES utility for some of the sites and separate entities for others<br />

Separate DE utilities for all sites<br />
