occupations are to be considered eligible to be filled by migrants from outside the European<br />

Economic Area. Widespread concern expressed by the dance field prompted the committee<br />

to add contemporary dancers and choreographers.<br />

There are significant implications here for training. If the field is facing skills shortages, there<br />

are some challenging questions to ask about the nature and the standards of vocational<br />

training.<br />

Furthermore, we are increasingly seeing some of our leading artists splitting their time<br />

between UK-based work and overseas work. The recent appointment of Rafael Bonachela as<br />

Artistic Director of Sydney <strong>Dance</strong> Company is a good case in point.<br />

Open borders create a flow of creativity that is good for the form, but there are also<br />

employment and training issues underpinning this positive impact.<br />

Economically, an increasing internationalism creates:<br />

• income for producing and touring companies<br />

• income for venues for incoming international touring product.<br />

British <strong>Council</strong><br />

The <strong>Arts</strong> <strong>Council</strong> and British <strong>Council</strong> have a Memorandum of Understanding and this governs<br />

relationships between the two key organisations in relation to international work.<br />

‘The British <strong>Council</strong>’s <strong>Arts</strong> Group consists of a team of professionals who mobilise the best of<br />

British creative talent to develop innovative programmes that engage with people all over the<br />

world, drawing them into a closer relationship with the UK.... Unlike the UK’s <strong>Arts</strong> <strong>Council</strong><br />

<strong>England</strong> we are not an arts funding organisation. Nevertheless, we do work closely with the<br />

<strong>Arts</strong> <strong>Council</strong>s, the UK Film <strong>Council</strong>, Department of Culture, Media and Sport, UK Trade and<br />

Investment and others to identify opportunities for collaboration which will meet our different<br />

objectives, to ensure that we capitalise on our different strengths, and that we respond to the<br />

interests and international aspirations of the UK arts and creative industries sectors. 20<br />

Every year the British <strong>Council</strong> publishes Performance in Profile, a directory of UK drama,<br />

dance, street arts and outdoor work from a broad range of artists and companies with work<br />

suitable for overseas touring. It is designed to be a useful working tool for international<br />
