A.7 CLOSURE/POST-CLOSURE REQUIREMENTS IN THE PILOT STATES<br />
A.7.1 Summary<br />
Closure controls may be required to prevent post-closure migr<strong>at</strong>ion of contaminants out<br />
of a CCW land disposal facility via surface w<strong>at</strong>er p<strong>at</strong>hways or leaching to groundw<strong>at</strong>er. If<br />
closure controls are required, specific<strong>at</strong>ions may address cover system design requirements<br />
(i.e., caps), cover m<strong>at</strong>erial and thickness, and maximum hydraulic conductivity of the cover.<br />
Table A.17 summarizes the closure/post-closure requirements for landfills and surface<br />
impoundments in the five pilot St<strong>at</strong>es of Illinois, Indiana, Pennsylvania, Virginia, and Wisconsin.<br />
Additional details are provided in Section A.7.3.<br />
A.7.2 Chronological Comparison of Closure/Post-Closure Requirements<br />
for Landfills in Pilot St<strong>at</strong>es<br />
Table A.18 compares the findings regarding closure/post-closure requirements for<br />
landfills th<strong>at</strong> receive CCWs in the five pilot St<strong>at</strong>es (“2005 D<strong>at</strong>a”) with the closure/post-closure<br />
requirements for CCW landfills reported in EPA 1988 and EPA 1999a.<br />
A.7.3 St<strong>at</strong>e-Specific Discussion of Closure and Post-Closure Care Requirements<br />
Illinois—Within 60 days after placement of the final waste volume, a cap must be<br />
installed over the entire surface of the landfill. The cap must consist of one of the following:<br />
Compacted earth <strong>at</strong> least 3 ft thick having a hydraulic conductivity of no more<br />
than 1.0 × 10 -7 cm/s;<br />
Geomembrane capable of performance equal to th<strong>at</strong> of a compacted<br />
earthen cap, or<br />
Any other cap demonstr<strong>at</strong>ed to have performed equally as well as or better<br />
than a compacted earthen cap.<br />
The owner/oper<strong>at</strong>or must prepare and maintain a written closure plan. Final slopes and<br />
contours must be designed to complement and blend with the surrounding topography of the<br />
proposed final land use of the area, and the final configur<strong>at</strong>ion should minimize further<br />
maintenance. Quarterly inspections of veget<strong>at</strong>ed areas are required for <strong>at</strong> least 5 years after<br />
closure. Thereafter, annual inspections are required until either 15 years have passed or settling<br />
and erosion have stopped, whichever occurs first. Groundw<strong>at</strong>er monitoring also must continue<br />
for a minimum period of 15 years after closure (35 Ill. Adm. Code 811.110, 111, and 314).
