from Russia to Mongolia before re-flagging to Peru — stops<br />
short of saying whether or not Peru has granted this authorization.<br />
The letter’s vagueness and inclusion of technical details regarding<br />
the vessel could have been taken to interpret that<br />
Peru had approved the vessel for taking part in the fishery,<br />
which might be what caused Pacific Andes’ confusion, said this<br />
third source, familiar with the fishery but not related to the<br />
SPRFMO or to Pacific Andes.<br />
Even if this were the case, however, a country has to notify<br />
the secretariat of any authorized vessel 15 days prior to entering<br />
the zone, meaning that if it had been granted approval on<br />
Aug. 15, that approval would have been valid only from Sept.<br />

Also, this does not explain what Damanzaiho was doing in international<br />
waters off Peru since at least mid-June, two<br />
months prior to the permission being granted.<br />
According to one fishing source, the vessel may have been<br />
processing giant squid, which is not regulated by the SPRFMO.<br />
If so, he added, she should have been licensed by the flag<br />
state to take part in the squid fishery.<br />
