Council adopted the Greenlinks Report, including the identification of Pilot Project 1, in June 2006. Improved consideration of sustainability in the development 140, 176 assessment process. A new Development Contribution Plan was prepared and began operation in January 2006. DCP 1 was reviewed and is being incorporated into the Waverley Consolidating DCP 2006. The Waverley Consolidating DCP is being drafted and should be ready for exhibition in September 2006. In May 2006 Council considered (and refused) a rezoning application for land in Old South Head Road Bondi Junction. Work is continuing on the preparation of the BJ Planning Review. The BJPR constitutes the preparation of a LEP, DCP and Public Domain Technical Manual for the BJ Commercial Centre And its surrounds. A workshop was held in March 2006 following the preparation of a draft Urban Profile. A Structure Plan is currently being prepared which will establish town-planning direction for the commercial centre and be the primary component of the second workshop, which is scheduled for August 2006. The Local Villages Project involves the preparation of a DCP and Public Domain Improvement Plan for all commercial centres in Waverley (other than Bondi Junction and Campbell Parade since these two centres are already covered by detailed urban design / planning controls). The project has completed its public consultation component during the 3 rd and 4 th quarter of the Management Plan. In February 2006, it was agreed to prioritise the public domain plans for Hall Street in order to minimise disruption among the traders since Energy Australia were undertaking works in Hall Street. In June 2006, Council resolved to adopt Stage 1 of the Hall Street PDIP in order to begin more extensive community consultation and proceed to tender for this work as soon as possible. In the meantime, development of the remainder of the Local Villages project is continuing on schedule. Compliance with directions from State government and 152 Council to prepare and amend planning instruments and policy as required. As a result of the NSW Planning Reforms and a Department of Planning Circular in September 2005, it was necessary to consolidate all of Waverley Council’s Development Control Plans into a single document and repeal DCP’s which no longer have a planning role. The development of Waverley DCP 2006 is continuing and with exhibition scheduled for September 2006. In December 2005, Council made a submission on the draft LEP template, which was subsequently gazetted in March 2006. The Standard LEP will now be the basis for all future LEPs and will be used in the preparation of the BJ Commercial Centre LEP. In February 2006, the Department of Planning notified Council of the use of LEP Review Panels in the LEP preparation process. Amendments are being incorporated into the Council’s LEP Preparation Manual. In March 2006, Council was notified that changes were made to the existing use rights legislation. Annual Report 2005/2006
