Waverley Council State of the Environment Activities 2005/2006 Social Planned Activities Page No Improve access to Seniors Centre for CALD Service users. 128 This year the Centre aimed to increase services towards local CALD groups. As a result, new monthly Greek social outing tours were put in place whilst continuing to assist the two weekly Russian speaking groups and the Italian social groups. Number of live music events for young people. 129 Five Bondi Live Youth Music Project (BLYMP) events were held at Bondi Pavilion over the course of the year. The events provide a positive outlet for young bands with about 6 performing live to an audience of 3-400 young people at each event. These events are organised by Council’s Youth Worker, staff of the Pavilion, and Ways Youth Services with support from Waverley Police. As a part of Youth Week, Bondi Blitz was held next to the Bondi Skate Park on 8 April 2006. Organised in cooperation with WAYS, Woollahra and Randwick Councils, it involved a professional band, six youth bands, a DJ and a Rap group performing for around 1,000 people throughout the afternoon. Develop a DCP and Public Domain Improvements Plans for all 135, 147 village centres developed. As a result of the NSW Planning Reforms and a Department of Planning Circular in September 2005, it was necessary to consolidate all of Waverley Council’s Development Control Plans into a single document and repeal DCP’s which no longer have a planning role. The development of Waverley DCP 2006 is continuing and with exhibition scheduled for September 2006. Identify community needs for Looking Good Streetscape 135 Improvements Plan The improvement works outlined in the Public Place Action Plan have been implemented, this included the upgrading of the roundabout at Macpherson Street/ Albion Street; the upgrading of the bin casings in Charing Cross and Bondi Road; and the weed removal program. Further improvements will be incorporated to complement Council’s strategic village enhancements. Public Domain Improvement Plans for Bronte Commercial 135, 147 Centres DCP adopted. The Bronte Commercial Centre DCP was adopted as an Interim Policy in July 2005 pending the preparation of the Local Villages DCP and Public Domain Improvement Plan (PDIP). The McPherson Street/Lugar Street Bronte Village Public Domain Improvement Plan was adopted in April 2006 and tender documents drafted in June 2006. Revised DCP for Multi-Unit Housing. 137 DCP 1 was reviewed and is being incorporated into the Waverley Consolidating DCP 2006. The Waverley Consolidating DCP is being drafted and should be ready for exhibition in September 2006. Review of Dwelling House DCP No.2. 137 See above Review of s.94 system as a result of new legislation. 137 A new Development Contribution Plan was prepared and began operation in January 2006. Update Affordable Housing Manual. 137 A Housing Needs issues paper has been developed as part of the social planning process. A review of the Affordable Housing Program has been commissioned to incorporate recent legislative amendments regarding the use of Voluntary Planning Agreements (VPA’s). Use planning mechanisms to promote the development of a 138 broader range of affordable housing types in Waverley. See comment above. Waverley Heritage Study - identifies heritage items and 138 conservation areas which contribute to the heritage significance of the Waverley LGA. The Waverley Heritage Assessment (WHA) was completed in July 2005 and considered by Council in September 2005. The WHA was publicly exhibited from October to February 2006. A Heritage Review panel is currently being organised to assist in the assessment of public submissions prior to reporting to Council. Improved knowledge, understanding, awareness and 138 appreciation of Waverley’s heritage. In April 2006 the Waverley Heritage awards were conducted with Awards in the Contemporary Design category and the Heritage Conservation category. A total of 19 submissions were made for this year’s Heritage and Design awards. Update Housing Needs Data. 140 A Housing Needs issues paper has been developed as part of the social planning process. The Social Plan, including an extensive community profile was completed in this last quarter of 2005/2006 and is due for exhibition in the next quarter. Units of housing provided. 140, 156 A total of 48 units of special needs housing was maintained throughout the period including 46 units under the older person’s housing program (WHOP), and 2 units allocated to the Waverley Community Living Project for people with intellectual disability Implementation of Transportation Policy: 141 • Investigate feasibility of Light Rail • Access routes to public transport in Bondi Junction • Car Share Program. Investigate feasibility of Light Rail Correspondence between Waverley Council, Sydney City and Canada Bay Council has taken place during the last quarter to develop an Inner Sydney Transport Working Group. A status report regarding the re-introduction of Light Rail is being prepared summarising what work has been undertaken by Waverley Council and outlining a proposed strategy for the future. Access routes to public transport in Bondi Junction A plan was developed and implemented for improved pedestrian access to the Bondi Junction Interchange involving improved signposting and line marking both inside and around the interchange together with the installation of a pedestrian barrier fence on the eastern side of Grosvenor Street. Further works are likely to be necessary following the completion of the Bondi Junction Traffic & Transport Study. Car Share Program Carshare was implemented in January 2006 and an evaluation was completed in June 2006. Following the implementation of this pilot program, Council recruited a dedicated officer to develop and implement further sustainable transport behaviour change programs. Annual Report 2005/2006
