Reviewing Our 2005/2009 Management Plan Did We Do What We Said We Would Do? Our new customer request system, ServiceDesk has now been in operation since April 2006. Implementation and staff usage of the new system has been very successful. The process for external customer access to the system is being finalised and will be available soon. Council adopted its first Strategic Asset Management Plan (SAMP 1) in 2005/2006. The Plan is possibly the first of its kind in NSW local government and offers some substantial benefits in terms of Council’s capacity to methodically and effectively plan for the future of its assets. Ongoing implementation of the cyclic activities recommended in SAMP 1 will help ensure expenditure is targeted on balance to the most appropriate assets, bearing in mind community preference, potential environmental outcomes, financial considerations and risk. SAMP 1 and future SAMPs will provide a sound process to achieve business excellence in asset management within an integrated planning framework into the future. A number of Capital Works Projects were completed during the year including: Oxford Street West footpath and road upgrades. Bondi Beach Car Park access equipment, Bondi Baths accessibility assessment. Two projects to rationalise service desks and attenuate noise in Waverley Library. Bondi Park High Mast Lighting. Bondi Pavilion Disabled toilets and shower facilities. Bondi Pavilion balcony works. Footpath repairs through out the LGA. Road re-sheeting and upgrade projects throughout the LGA. Seven Ways Stage 1 traffic works. New netball courts at Waverley Park. Hunter Park Sculpture Garden Stage 1, and Refurbishment of offices in the Mill Hill Centre. Significant progress has also been made on: The Library Piazza upgrade; Redevelopment of the former SES site at 158 Carrington Road for Housing; The joint venture with the Dept of Housing for construction of 27 units of housing at Ocean Street Bondi. Bondi Surf Club upgrade; Bronte Pool upgrade; and Stage 2 and 3 of the Bike Plan. Planning is also well advanced for the proposed works at Hall Street and Campbell Parade, Sam Fiszman Park, Greenlinks, implementation of new parking meters, designs for traffic calming works in proposed 40 km zones, and the conversion of Australia Post for Council’s new Customer Service Centre. Council’s Communications Strategy, the Communications Action Plan was successfully developed in 2005. Implementation of the Plan commenced in 2005 and actions are continuing to roll out throughout 2006. A key aspect of the Plan was the development of guidelines and tools to ensure all communications from Council have a clear identity and meet minimum standards. Visual identity and communications guidelines and a range of templates, to be used for regular Council publications and communications, were finalised in June 2006. Annual Report 2005/2006 25

These guidelines and templates will be available to all Council staff to assist them to make communications easier to read and more professional in appearance, with content targeted, accessible and clear. Council’s Executive Team approved an audit schedule for the implementation of a Governance Health Check Program. Thirteen ‘audits’ are scheduled in 2006/2007, with a further thirteen audits scheduled for 2007/2008. The program is being co ordinated by the Governance, Administration and Executive Support unit established as part of the restructure. Actions for 2002/2006 in the Fraud Control and Corruption Prevention Plan were completed. Achievements under the Plan included: Review and implementation of recommendations from the ICAC paper “Taking the Devil out of Development, including a review and amendments of delegations under the Planning Committee. Introduction of ongoing compulsory ethics training. Reviews of the gifts and benefits guidelines. Updates of the Staff Code of Conduct. Reviews of collection of cash from parking meters and machines at Eastgate. Introduction of credit card or debit cashless payment systems for Child Care Centres and Commercial Waste Collections, and The appointment of a new Procurement Manager. A new Corruption Prevention Plan for 2006/09 was also devised and adopted by the Executive. Action to complete the IT Strategic Plan was deferred to allow for incorporation of this plan into a broader plan for management and retention of data, information and knowledge across the whole organisation. The new Plan is likely to be called the Organisational Knowledge Management Plan. Initial surveys of need were conducted through the Organisational Leadership Survey in January 2006. A draft is being developed based on the outcomes of this survey and will cover such issues as programs for collection of information to measure performance in priority areas including customer service, asset management, business reviews and other key activities supporting achievement of the vision for Waverley, retention and security of data and information, timely provision of and financial planning for hardware, software and network systems, training in data management analysis and development of performance measures, compliance with records management statutory requirements, and disaster recovery plans. Progress in implementing our Human Resources Strategic Plan was hampered somewhat by labour market shortages of skilled personnel. Despite this, significant progress was made on: Implementing new “partnering” structure within the HR&OD team to ensure that management has access to effective support for management of HR and development matters. Improvements in corporate induction processes. Consulting support for performance issues. Introduction of balanced scorecards for Divisional Managers. Integration of the balanced scorecard with a revised skills and performance assessment process for Divisional Managers. Introduction of a pilot performance excellence scheme in the Technical Services Division. A review of our HR reporting software system. Identification of performance issues. Completed implementation of the Conditions Enterprise Agreement (EA) and finalisation and implementation of the Waste EA. 26 Annual Report 2005/2006
