Class V<br />
The ammunition plan is developed as a result of<br />
determining Class V requirements. It requires close<br />
and continuous coordination between unit<br />
commanders and operations and logistics officers at<br />
all levels. The commander provides guidance and<br />
establishes priorities for the ammunition plan.<br />
<strong>Operations</strong> and logistics officers work together in<br />
the planning and execution of the ammunition plan.<br />
Based on the commander’s guidance, operations<br />
officers identify the type, quantity, location/unit, and<br />
required time/date of ammunition resupply. <strong>Operations</strong><br />
officers must forecast required supplies to<br />
allow sufficient time for logistics officers to<br />
respond. <strong>Operations</strong> officers establish task organization<br />
in support of the logistic effort; e.g., the composition<br />
of trains. Logistics officers determine how to<br />
fulfill identified requirements and arrange for their<br />
distribution. Specific instructions must be established<br />
(through SOP, operation order or letter of<br />
instruction) for requisition, procedure for issuance,<br />
and methods of distribution. Ammunition distribution<br />
is normally the unit’s most cumbersome logistic<br />
effort. Developing an ammunition plan must<br />
consider consumption requirements, replenishment<br />
requirements, method of resupply, and ammunition<br />
management measures.<br />
Consumption Requirements<br />
Consumption requirements of conventional and<br />
special ammunition must be determined. The<br />
commander tailors the combat planning rates<br />
contained in MCO 8010.1E based on his experience<br />
and specific METT-T operational needs.<br />
Planning data, based on MCO 8010.1E, has been<br />
calculated for each type of unit/weapon and is<br />
provided in appendix E.<br />
Basic Allowance<br />
Basic allowance (BA) refers to the initial distribution<br />
of a specified quantity of required ammunition<br />
for units entering combat. BA size and composition<br />
must meet anticipated unit combat needs until<br />
resupply can be accomplished. Combat planning<br />
rates may be modified to meet special requirements.<br />
Basic Load<br />
The quantity and type of ammunition carried by the<br />
artillery units as the basic load must maximize artillery<br />
effectiveness and be tailored to support operational<br />
requirements. To position the greatest<br />
quantity of ammunition forward, the commander<br />
may develop a load of the types of ammunition that<br />
will maximize effectiveness. This may result in a<br />
basic load mostly of high usage ammunition. The<br />
operation or phase of operation will impact<br />
ammunition usage rates.<br />
Ammunition-carrying capacities of artillery vehicles<br />
are shown in table 9-9 on page 9-12. The basic load<br />
of ammunition must be identified in the unit operation<br />
order. This provides data useful to the CSSE<br />
and liaison officers at the supported unit’s FSCC.<br />
The basic load is expressed as follows:<br />
Basic Load = BA + # DOA (sustaining rate)<br />
Replenishment Requirements<br />
Ammunition supportability depends on the availability<br />
of ammunition in theater, transportation, and<br />
time. The artillery commander must anticipate<br />
replenishment requirements. <strong>Artillery</strong> units maintain<br />
basic loads from floating dumps or landing force<br />
supplies that are loaded for selective discharge.<br />
These sources sustain the artillery unit until the<br />
supply system is functioning ashore.
