As a precondition for their participation in the Congress of<br />
Berlin, which was Bismarck's idea, England insisted that every<br />
single article o f the "Treaty" of San Stefano be closely scrutinized.<br />

A BLAZE OF TRIUMPH!<br />

The American Embassy building in Istanbul-Pera, one of the<br />
most elegant parts of town. At the turn o f the century, it was the<br />
neighborhood o f choice for rich Armenians and Greeks. It is<br />
unlikely that any other ambassador in the Ottoman Empire was<br />
as dependent as the U. S. ambassador on the reports and translations<br />
o f his dragomans (who were without exception of<br />
Armenian origin) and the equally pro-Armenian American missionaries.<br />
Although the United States and the Ottoman Empire were<br />
never at war with one another, the image of the "Terrible Turk"<br />
was especially strong in American public opinion. This was<br />
one o f the effects o f the twisted reports that reached<br />
Washington from Constantinople.<br />
