HEP-OBNOVLJIVI IZVORI ENERGIJE (HEP Renewable Energy Sources) in 2010 continued to develop the priority projects<br />

– wind parks Krš Pađene and Pađene, bio-cogenerating plant Velika Gorica, and solar photovoltaic power plants<br />

Concerto Hvar and Konjsko. Also, the company has been very active in development of other renewable energy<br />

projects.<br />

At the beginning of 2009, HEP signed a contract with the German development bank KfW, for a loan and a<br />

grant. Loan proceeds in the amount of 50 million euros were allocated to HEP- Obnovljivi izvori energije for renewable<br />

energy power plant projects and to HEP ESCO for energy efficiency projects.<br />

The grant, its smaller portion, was used to buy specialized software for wind potential assessment and staff<br />

training, and a larger portion was used for consultancy services in the preparing of wind projects. Loan proceeds have<br />

started to be used, namely, for the putting up of three measure poles to gauge wind characteristics, 100 meters in<br />

height, and for preparation of documentation for the siting permit for the bio-power plant Velika Gorica. In further<br />

biomass power plant project development cooperation is expected with other HEP Group members, primarily with<br />

HEP Toplinartsvo, HEP Proizvodnja and HEP ESCO.<br />

Also, a campaign has been launched to measure wind characteristics in several locations in southern and<br />

mainland Croatia, which will by the end of 2011 show the potential and profitability of these locations. The company<br />

was also actively working towards including the locations in county physical plans, which will be continued<br />

in 2011. Further, initial talks were held with wind generating set manufacturers who all expressed their interest in<br />

wind power projects of HEP OIE.<br />

An important contact was established, that with the European bankers fund Western Balkan Investment<br />

Framework, for which project proposals have been prepared. If project proposals pass all evaluation rounds, HEP OIE<br />

will receive a grant for the development of several promising projects, wind power plants and small power plants.<br />

Activities relating to European FP7 project of photovoltaic power plant Concerto Hvar continued. Specifically,<br />

the project, Solution, is aimed at encouraging public and private partners in creating self-sustained municipalities<br />

by applying energy efficiency measures and using renewable energy sources. The project involves 17 partners from<br />

Switzerland, Finland, Austria, Slovenia and Croatia with the island of Hvar chosen as a showcase area. HEP-Obnovljivi<br />

izvori energije d.o.o. is a potential investor in a solar power plant, on the model of co-financing by EU funds.<br />

The successful cooperation with the Ministry of Economy, Labor and Entrerpreneurship continued concerning<br />

registration of projects for co-financing from structural funds of the EU.<br />

In the area of environmental protection, the Company’s plan for the implementation of renewable energy<br />

projects was included in the Plan for CO 2 emission reduction of HEP Group.<br />

The work to develop new competencies and raise awareness of the role of renewable energy sources continued<br />

inside and outside HEP, in the professional community and general public. For this reason, HEP OIE was strongly<br />

present in HEP’s publications, including HEP’s redesigned website, and at professional gatherings and conferences.<br />

Accordingly, it can be concluded that fulfilling of the objectives has successfully continued, in accordance with<br />

the Company’s mission and vision, that further development of quality projects continued and that the activities<br />

within European projects opened the opportunities for further progress and expansion and better positioning of HEP<br />

OIE in the domestic and foreign market.
