It is important to obtain social knowledge and anticipate issues at the earliest possible stage of any project; the consequences of our presence must also be mapped in a systematic way. A Social Impact Assessment (SIA) covers this. An SIA can give valuable input to project design and planning, also in exit projects. Suggested approach 1. Define the scope: The scope of a SIA depends on the size and type of the activity, as well as the location. The scope should be based on the baseline study, stakeholder dialogue, and your social knowledge. 2. Ensure objectivity and a balanced analysis: A company engaged in a project may not be seen as independent in its evaluation. Therefore external expertise may be advisable. ■ Select the right expertise: To ensure competence, credibility, neutrality, ethical standards, and stakeholder acceptance. ■ Carry out the SIA at an early stage: Make sure the SIA is carried out early enough to provide input to project design and planning. ■ Company and stakeholders must be involved: If a consultant makes the SIA, both stakeholder and company representatives must be involved in the assessment process. 39
40 Community Investments Hydro depends on viable communities and on maintaining good relations with them. This can be promoted through social engagement in the communities in which we operate. Community investment and engagement can have an impact at three levels: social issues which are only indirectly connected to our operations, reduction of negative impact from our operations, and enhancement of positive impacts from our operations. When a specific area of investment is identified, all three types of engagement should be combined to achieve the best results and highest impact. Hydro may not have the right knowledge and expertise to implement community projects. Cooperation and partnerships with NGOs and other relevant organizations is necessary to achieve the best possible results. It is important that projects launched by Hydro are in line with the local authorities’ strategies and plans in the area.
