Kalimantan. The long-term goal of the government is<br />

increase coal-fired generation to consume about 110<br />

Mtpa by 2018 for this purpose. Coal production is to<br />

be increased to 560 Mtpa by 2025, according to the<br />

government’s long-term plan.<br />

The government postponed publication of trading<br />

licences which contributed to a certain disruption of<br />

exports. According to the new Indonesian mining<br />

law, tra<strong>der</strong>s must convert their existing licences into<br />

production licences before they may export coal. This<br />

forced many tra<strong>der</strong>s to hold their shipments until the<br />

<br />

Indonesian government continued to regulate the coal<br />

market, introducing standardised monthly price indices<br />

for steam and coking coal mined in Indonesia. This<br />

system has been operating since September <strong>2010</strong> and<br />

forms the basis for the collection of royalties and taxes.<br />

The indices are also increasingly used to calculate<br />

the minimum price for coal sales. Exports were also<br />

hin<strong>der</strong>ed by heavy rainfall during the second half of<br />

<strong>2010</strong>, causing temporary shortfalls in production.<br />

RUSSIA<br />

The countries of the former Soviet Union with major<br />

coal production are:<br />

Kazakhstan.<br />

Coal is being re-assessed in all these countries due to<br />

the high prices for oil and oil prices linked gas. The<br />

recovery of the steel industry enabled an increase of<br />

coal production in comparison with 2009. However,<br />

there has been no return to the production peaks of<br />

2008.<br />

Only Russia is of any significance for the international<br />

coal market. Ukraine namely increased total production<br />

<br />

to 51 Mt, while production of coking coal dropped by<br />

<br />

of coking coal is expected.<br />
