Russian production increased in <strong>2010</strong> because of<br />
improved demand, both domestic and for export.<br />
<br />
mining and steel group, Mechel, announced that the<br />
first coking coal quantities from the long-awaited Elgen<br />
project would be mined in May 2011. Production in<br />
2011 could total 1 Mt. The goal is to achieve an annual<br />

rail link between the Elgen mine and the Baikal-Amir<br />
main line is un<strong>der</strong> construction and was scheduled for<br />
completion during the fourth quarter of <strong>2010</strong>.<br />

As coal competes with the transport of wheat, iron ore<br />
and steel to the major export ports, there are seasonal<br />
bottlenecks with rail transport.<br />
The Russians are seeking to employ their own ports in<br />
preference to others in the Baltic region because of high<br />
transit fees charged by the Baltic States. Nevertheless,<br />
Riga was able to maintain its position. Total exports<br />
through the Baltic ports dropped by a total of about 6.5<br />
