• Depose the current government of Country C and assist insurgent forces<br />
in establishing a duly elected, legitimate government.<br />
3. Combined Task Force (CTF) Regional <strong>Concept</strong><br />
CTF Mission. Combined forces conduct operations in the region supporting<br />
effective governance, security, and economic development in friendly regimes;<br />
removal of adversarial regimes; and the defeat of terrorist <strong>org</strong>anizations and<br />
elements in order to promote regional stability.<br />
CTF Commander’s Intent/Planning Guidance. Use an IW approach to<br />
design a single, long-term campaign aimed at promoting stability in Countries A<br />
and B, while eroding Country C’s governing body to the point where it can be<br />
replaced by a governing regime acceptable to the United States.<br />
Purpose. In conjunction with the application of other elements of national<br />
power, gain the support of the local populace and ensure the stability of the<br />
Country A government.<br />
Method. We will use a long-term (approximately 8-10 years) indirect approach<br />
characterized by persistent presence, where acceptable, and the use of<br />
indigenous elements where the presence of US forces is deemed detrimental to<br />
success. Our protracted campaign includes the following focus areas:<br />

• Establish and maintain a safe, secure environment to include<br />
collaboration between USG and HN to expand and improve security of<br />
ungoverned regions to and deny safe haven for insurgent and terrorist<br />
groups.<br />
• Deliver humanitarian assistance.<br />
• Reconstruct critical infrastructure and restore essential services.<br />
• Support economic development.<br />
• Establish representative, effective governance and the rule of law.<br />
• Conduct strategic communication.<br />
• Train Country A armed forces in COIN operations.<br />
• Keep base camps and staging areas to a minimum, consistent with<br />
mission requirements, to minimize force protection needs.<br />
• Conduct precise application of combat power.<br />
• Initial Focus. Compile in-depth area expertise, refine understanding of<br />
root causes of tensions and establish effective intelligence collection<br />
networks.<br />
• Mid-Term Focus. Establish effective security and stability.<br />
• Long-Term Focus. Shift emphasis to maintaining conditions enabling<br />
continued long-term stability and prosperity.<br />
In many cases, our operations will be in support of multiple US agencies. At<br />
all times our actions will be coordinated with IA partners to ensure unified<br />
