With regard to <strong>the</strong>se projections, what growth rate will Botswana need to achieve<br />

between 2008/09 and <strong>the</strong> critical Year 2015/16 to make up for this shortfall <strong>in</strong> growth<br />

up to 2008/09, and still achieve <strong>the</strong> Vision target <strong>of</strong> trebl<strong>in</strong>g Botswana's real per<br />

capita <strong>in</strong>come by 2015/16? Assum<strong>in</strong>g that <strong>the</strong> population cont<strong>in</strong>uous to grow at 2,1<br />

percent per annum over that period, <strong>the</strong> required growth rate dur<strong>in</strong>g <strong>the</strong> period <strong>of</strong><br />

2008/09 to 2015/16 will be about 9,5 percent for per capita GDP and 11,8 percent<br />

for total GDP (Republic <strong>of</strong> Botswana National Development Plan 9, 2003).<br />

5.2.3.2 Employment Status<br />

Accord<strong>in</strong>g to <strong>the</strong> Republic <strong>of</strong> Botswana Mid-Term Review <strong>of</strong> National Development<br />

Plan (NDP) 8 (2003), formal sector employment grew by 25 200 employees (8,4<br />

percent) from 272 800 persons <strong>in</strong> March 2001 to 298 000 persons <strong>in</strong> March 2003.<br />

Private and parastatal sector employment grew by 10 500 persons (7 percent) from<br />

155 900 persons <strong>in</strong> March 2000 to 166 400 persons <strong>in</strong> March 2001. Local<br />

government employment figures <strong>in</strong>creased by 600 persons (3 percent) from 20 400<br />

persons <strong>in</strong> March 2000 to 21 000 persons <strong>in</strong> <strong>the</strong> correspond<strong>in</strong>g quarter <strong>of</strong> 2001<br />

(Republic <strong>of</strong> Botswana Statistical Bullet<strong>in</strong>, 2001). Accord<strong>in</strong>g to Van Buren (2002), <strong>the</strong><br />

government is <strong>the</strong> second largest formal sector employer, account<strong>in</strong>g for<br />

approximately 37 percent <strong>of</strong> employment, followed by <strong>the</strong> parastatal sector (59<br />

percent). The primary sector, <strong>in</strong>clud<strong>in</strong>g agriculture and m<strong>in</strong><strong>in</strong>g, has a fall<strong>in</strong>g<br />

employment percentage <strong>of</strong> approximately one percent every two years. The private<br />

sector is still <strong>the</strong> largest formal sector employer account<strong>in</strong>g for approximately 57<br />

percent <strong>of</strong> employment. Botswana's agricultural sector employs an estimated 44<br />

percent <strong>of</strong> <strong>the</strong> economically active population. However, <strong>the</strong> majority <strong>of</strong> <strong>the</strong><br />

employment is categorised as <strong>in</strong>formal sector employment or self-employment, with<br />

a considerably smaller number <strong>of</strong> 'formal sector' agricultural pr<strong>of</strong>essionals and<br />

technicians. The number <strong>of</strong> Batswana employed <strong>in</strong> South African m<strong>in</strong>es, which stood<br />

at a record 25 500 <strong>in</strong> 1976, had fallen to 12 464 by 1997, and to 6 393 by<br />

September 2000. As priority <strong>in</strong> m<strong>in</strong>e employment is now given to South African<br />

citizens, this figure is unlikely to rise (Van Buren, 2002).<br />
