Natural Resource Utilisation and Management <strong>in</strong> <strong>the</strong><br />

Okavango Delta Region<br />

7.1 Introduction<br />

Due to <strong>the</strong> <strong>role</strong> that <strong>tourism</strong> and wildlife are expected to play as alternative eng<strong>in</strong>es<br />

<strong>of</strong> growth to <strong>the</strong> m<strong>in</strong><strong>in</strong>g and beef <strong>in</strong>dustries, wildlife utilisation as a commercial and<br />

economically viable land use option is bound to ga<strong>in</strong> <strong>in</strong>creased importance <strong>in</strong><br />

Botswana. However, wildlife species numbers have already decl<strong>in</strong>ed significantly,<br />

and face <strong>in</strong>creas<strong>in</strong>g competition for rangeland <strong>resource</strong>s from <strong>the</strong> grow<strong>in</strong>g livestock<br />

<strong>in</strong>dustry and <strong>in</strong>creas<strong>in</strong>g human population. As such, <strong>the</strong> real challenge lies <strong>in</strong><br />

creat<strong>in</strong>g a balance between <strong>the</strong> need for wildlife and o<strong>the</strong>r <strong>resource</strong> conservation <strong>in</strong><br />

Botswana, and meet<strong>in</strong>g <strong>the</strong> <strong>resource</strong> requirements and needs <strong>of</strong> future generations,<br />

without plac<strong>in</strong>g <strong>the</strong> country's economy or environment at risk (Mbaiwa, 1999).<br />

As many <strong>of</strong> Botswana's <strong>natural</strong> <strong>resource</strong>s are under threat, it is important for <strong>the</strong><br />

country to f<strong>in</strong>d ways and strategies to protect <strong>the</strong>se <strong>resource</strong>s, while at <strong>the</strong> same<br />

time utilis<strong>in</strong>g <strong>the</strong>m for commercial ga<strong>in</strong>. Such policies and projects must also ensure<br />

<strong>the</strong> socio-economic development <strong>of</strong> <strong>the</strong> local communities, and must take <strong>in</strong>to<br />

consideration <strong>the</strong> needs and values <strong>of</strong> <strong>the</strong> local people. Community participation is<br />

an aspect <strong>of</strong> human development where people are closely <strong>in</strong>volved <strong>in</strong> <strong>the</strong><br />

economic, social, cultural and political processes that affect <strong>the</strong>ir lives. Community<br />

participation <strong>in</strong> <strong>natural</strong> <strong>resource</strong> <strong>management</strong> should, <strong>the</strong>refore, be regarded as a<br />

process that empowers local people and ensures <strong>the</strong>ir <strong>in</strong>creased access to and<br />

control over such <strong>resource</strong>s, and <strong>the</strong> socio-economic and political matters that affect<br />

<strong>the</strong>ir lives. It must also be seen as an approach to rural development which shifts<br />

from top-down, to bottom-up, from centralised government to local participation, and<br />

from bluepr<strong>in</strong>t to learn<strong>in</strong>g process (Mbaiwa, 1999).<br />
