2010 completion date.<br />
35) Enhancement <strong>of</strong> public safety with the hiring <strong>and</strong> training <strong>of</strong> 3 replacement police<br />
<strong>of</strong>ficers.<br />
36) Establishment <strong>of</strong> a second Deputy Chief position.<br />
37) Enhancement <strong>of</strong> the Neighborhood Watch program with posting <strong>of</strong> signs in qualifying<br />
areas.<br />
Conclusion<br />
Staff believes that the proposed budget is proactive in meeting the many challenges facing the<br />
<strong>Village</strong> during this time <strong>of</strong> volatility in the credit markets, declining revenue sources, fluctuating<br />
energy <strong>and</strong> commodity costs <strong>and</strong> dem<strong>and</strong>s for new <strong>and</strong> improved services from <strong>Village</strong><br />
residents.<br />
Current external economic conditions are alarming, <strong>and</strong> the <strong>Village</strong> would be remiss not to<br />
take them into consideration in formulating this budget document; however, <strong>Huntley</strong>’s<br />
economy is relatively healthy. Over the last two years, the <strong>Village</strong> has seen $50 million dollars<br />
in new commercial construction project investment in the community, the most in our<br />
history.<br />
The <strong>Village</strong> provides quality municipal services with one <strong>of</strong> the lowest property tax rates in<br />
the area. <strong>Huntley</strong>’s per capita cost <strong>of</strong> providing services is approximately 25% to 30% less than<br />
neighboring communities.<br />
<strong>Huntley</strong> will not only survive this economic downturn, but we are going to create the<br />
momentum to excel when the economy turns by remaining focused on our priorities <strong>and</strong> not<br />
stretching our resources too thin.<br />
